2、，开展了为期两年的调查。 Environmental Protection Department of Hunan Province organized Professional Technology College of Changsha Environmental Protection, Central South University of Forestry and Technology, Hunan Normal University and agriculture resources and environmental protection station of Hunan prov
3、ince to carry out two-year investigation since 2008.,生物多样性调查 investigation of biodiversity,我省水热条件优越，环境多样，生物多样性丰富，动植物种类共有6254种。其中维管束植物5361种，脊椎动物有893种。 Our hydrothermal condition is excellent with environmental diversity and biodiversity, plant and animal species reached 6254 kinds, among them, 5361 k
4、inds of vascular bundle plants and 893 kinds of vertebrates. 特别是鸟类数量众多，共435种，中国发现的9种鹤湖南就有4种，在洞庭湖越冬的小白额雁占了全世界90%。 Especially for total 435 kinds of birds, 9 kinds of crane in China, and our kinds are in Hunan, anser erythropus in the Dongting Lake in winter should account for 90% of the world. 我省境内中国
5、特有种目前记录的数量为2989种。 Chinese special species of our province is recorded as 2989 kinds.,生态环境影响评价 Assessment of ecological environmental impact,对于风电项目，鸟类影响评价“打头阵”。我省正在建设和筹建的风电项目已有4个，均委托权威专家进行了鸟类观测、模拟和评价，并编制风电建设对飞禽的影响评价报告。 其中位于洞庭湖城陵矶区域的华能风电项目，更是进行了长达6个月的观测，还到了上海崇明岛以及内蒙古达里风场进行类比分析。“鸟评”过关了，才能继续做环评。 For win

Four wind power projects of our province have been contructing and preparing, which made birds observation, simulation and evaluation by quthority experts and prepared for birds impact assessment report on wind power project. Huaneng wind pow
7、er project located in the Chenglingji district of Dongting Lake region, which made birds observation for six months, and compared with Chongming island of Shanghai and Dali wind field of Inner Mongolia. Birds assessment is in accordance with the requirement, and then continue to make environment eva
8、luation.,生态环境影响评价 Assessment of ecological environmental impact,对于公路项目，我省非常重视生物通道的建设以及野生动植物生境的保护。 For highway project, our province paid more attentions to biological channels construction and habitat protection of wildlife. 对于水电项目，我省将建坝选址放在第一位，禁止在鱼类的产卵场、越冬场和索饵场建坝，并通过建设鱼道等过鱼设施以及增殖放流等方式，保护水生生物的多样性，尽可
9、能减少对生物多样性的影响和破坏。 For wind power project, our province woule take dam site as the first aspect, and dam can not constructed in the fishes spawning ground, wintering ground and feeding ground. Diversity of aquatic organisms should be protected by fish passage construction and marine breeding and relea
10、sing, minimized impact and destruction on biodiversity.,自然保护区建设成果喜人excellent achievements of natural reserve areas,我省不断加大自然保护区的建设力度，目前已建成各级保护区105个。 Our province continuously improve construction of natural reserve areas with current 105 reserve areas at all levels. 2007年，国家级自然保护区有14个。 There were 14
11、national natural reserve areas on 2007. 经过2008年至2009年的建设，我省又有4个省级自然保护区达到国家级标准，国家级自然保护区个数达到18个。 After contructions of 2008 to 2009, more four provincial natural reserve areas could meet national standard, 18 national natural reserve areas. 国家级自然保护区个数已经由全国第七位上升至全国第六位。 The number of national natural re
12、serve areas has been ranked seventh up to sixth around the country. 我省国家级保护区多为珍稀、濒危野生动植物物种的天然集中分布区域，其建立在保护我省最丰富的生物多样性方面发挥了极其重要的作用。 National natural reserve areas in our province should be natural districted area with rare and in imminent danger wildlife species, which played a very important role on
13、 protection of our rich biodiversity.,外来物种防治力度逐渐加大 grandully improve protection and control strength of alien species,随着人类活动的日趋频繁，外来物种入侵也日趋严重。 With frequent human activities, invasion of alien species are becoming increasingly serious. 针对近几年疯狂入侵的一枝黄花、豚草，我省组织了农业、林业、环保、国土等十多个部门沿京九铁路、京珠高速开展了声势浩大的大规模铲除行
14、动; For crazy invasion of solidago decurrens and artemisiifolia in recent years, our province has organized more then ten departments of agriculture, forestry, environmental protection and land and resources to carry out lare-scale wiping out action among Beijing-Jiuzlong railway and Beijing-Zhuhai h
15、ighway. 对于洞庭湖区域蔓延种植的意大利杨，我省出台了“三不准”原则自然保护区核心区域不准种植，基本农田区不准种植，行洪道内不准种植; For euramericana of spread plants in the Dongting Lake region, our province issued “three prohibitions” principles no plants in the central region of natural reserve area, no plants in the basic farmland area, no plants in the fl
16、ood channels. 近日，省人民政府法制办就湖南省外来物种管理条例正在征求各部门意见，即将以法律的形式对外来物种进行严格的防治和管理; Provincial Peoples Legislative Affairs Office recently seeked for suggestions from the related departments of , which means to strictly prevent and control alien species in legal manner. 针对外来物种的农业开发项目，我们强调进行环境影响评价，并要求进行严格的风险评估，严禁野外随意释放。 For agricultural development project of alien species, our emphasized to make environmental impact assessment and rigorous risk assessment, which is prohibited wild releasing.,部门合作日趋加强incre
