12、直至班组职责明确，落实到人的项目安全管理责任制。且在项目经理部设立专职安全管理班子，具体负责项目安全管理工作。2、 安全技术交底制度项目部按单项工程编制施工方案和安全措施。按分级交底的原则，以编制并完成审批的“施工方案和安全措施”应由项目部主任工程师在开工前对各施工队的主要施工负责人进行安全技术交底。各施工队主要施工负责人应根据本单位所承担的工程项目的内容，每周对各工段（班组）负责人进行安全技术交底。各工段（班组）应每天在开始施工之前，对参加施工全体作业人员进行安全技术交底。安全技术交底的内容应包括：* 该工程项目施工中存在的危险、有害因素。* 针对危险、有害因素应采取的安全技术措施。* 如何
13、应对突发事件，自救和互救的方法。* 项目部的安全管理规定。* 项目部的安全奖惩措施。安全技术交底应按照建设公司“三合一”体系的要求，留有记录，应由交底人和被交底人本人签字。3、 安全教育制度班组根据当天施工任务进行安全意识，安全措施交底并做好班组安全交底书面记录，工长每周集中检查并签字确认。工段每周针对施工特点进行安全教育，并做书面记录，作业队长抽查确认。作业队每周应对全队职工，针对全队实际情况做安全教育，安全总结，部署每周安全计划。4、 安全检查制度项目经理部每月至少组织一次专业施工队参加的联合检查。各专业施工队也必须每半月组织一次本单位安全检查。班组兼职安全员、班组长应在施工过程中随时对安
14、全操作、安全措施进行检查，发现隐患及时整改。专业施工队专职安全员、项目部安全员负责日常安全检查及重点项目跟综检查。安全检查做到全面全员全过程控制，隐患整改率为100%。5、 安全生产经济奖罚制度项目部将制定安全奖罚规定，并严格按规定给予奖罚；对实现无事故单位给予奖励；对安全生产中成绩突出、事迹显著有功人员给予加奖；对发生重伤以上事故、负伤率超指标单位进行处罚；对违章作业、违反安全管理规定的单位签发隐患整改通知单、经济处罚直至停工整顿的处理。6、 环境卫生制度施工现场环境卫生、现场办公室、会议室、工具房、厕所，按福建省和厦门市环境卫生有关规定执行。7、 特种作业人员台帐及持证上岗制度建立特种人员
15、管理台帐实行计算机管理。对特种作业人员和中小型机械操作工的培训时间、培训项目、取证（复证）时间、证件号、发证单位等实行了计算机动态管理制度，如有人员变更、取证、复证等内容变化，其台帐也及时相应作的增加、修改调整，使其所有特种作业人员和中小型机械操作工的持证情况得到有效控制。建立证件台帐。对特种作业人员和中小型机械操作工的证件都按工种类别分别建立了证件的复印件台帐，其目的是掌握证件有效性的核实和查阅。建立持证上岗检查制度为了保证作业人员上岗持证率为100%，建立了两级检查制度和不定期检查制度。一级检查是公司有关部门每2-3个月对工程项目中的作业人员进行实地检查。二级检查是项目管理部对所在的工程中作业人员的持证检查，每月一次。不定期检查是公司有管部门及项目部根据情况，随时抽查现场作业人员的持证情况。对特种作业人员和中小型机械操作工的持证上岗检查，不管是一级检查、二级检查或是不定期检查都要形成检查记录，并由被检查人员签字确认。对无证上岗人员处理实行罚款和待工处理。如第一次查到无证的罚款500元，如第二次再查到无证的除罚款外还作待工处理。8、 班组安全活动制度班组在班前进行安全交底班长/兼职安全员分配每天作业任务和向班组人员的安全注意事项。参加作业的员工在班组交底本上签字，班长/兼职安全员在每日交底卡上签字填写考核结果。二、 安全措施保证项目施工现场
