2、 月 日摘 要传统医药是人类文明的灿烂瑰宝。近年来，当“崇尚自然、回归自然”的潮流渐渐兴起，传统医药的特色和优势也越来越为世人所重视，传统医药研发、医疗与产品也成为各国政府关注的重点。然而，由于近代西医的迅速发展以及东、西方文化上的巨大差异等种种原因，导致传统医药逐渐被冷落，以至于近几十年来对传统医药的开发、研究止步不前，不论是研究成果还是经济效益都与它们有较大差距。通过对我国传统医药行业现状进行调查研究发现，制约我国传统医药发展的问题包括：东、西方医学理论的差异；基础薄弱；质量标准化控制体系不完善，产品质量稳定性较差、；企业规模小，创新能力差，低水平重复建设导致恶性循环；法律法规保护不够，专
3、利和知识产权保护意识薄弱；研究和人才的培养重视不够等原因。与此同时，现代通信与信息技术的突飞猛进与广泛应用，大大地提高了传统科研的现代化和国际化步伐，特别是我国一些传统医药品牌通过走技术创新、国际化、信息化路线，逐渐被国外市场所接受，企业焕发新的活力。所以，利用先进技术创建现代信息传播与交流渠道、促进传统医药研发与产业的跨越式发展，是当前世界各国传统医药发展的重要契机。探索传统医药产业信息化的发展战略，也将成为我国中药走向现代化、国际化的新途径。对我国中医药产业信息化应用领域研究发现，推动我国中医药产业信息化建设，不仅提高传统医药产业关联度，实现中医药产业结构调整和升级，促进第三产业信息化快速
4、发展。然而中医药行业信息化建设的发展离不开企业、政府和医疗机构的共同参与、相互协调，所以信息化服务平台的建设与中药产业的总体发展战略相辅相成，把中药产业信息化服务平台的建设提到一个战略化高度，有着积极的理论和现实意义。随着国家大力推行医药、卫生信息化发展的方针政策，现代化网络信息技术在中药领域得到广泛应用。由于中药产业是一个较为特殊的传统产业，产业链跨度极大，信息化程度普遍不高，要想实现中药现代化、国际化的目标，中药产业信息化服务平台的建设刻不容缓。然而在战略发展问题上，中药产业信息化平台的建设需要企业、政府相互协调和信息共享互通。鉴于国内医药、卫生信息化发展现况，应采取由政府或公益性机构投资
5、或组织建立中药产业信息化服务平台，真正体现以信息化带动中药产业的优化升级，从而实现中药现代化、国际化。亚太传统医药网正是在这个时期应运而生的。亚太地区的传统医药享誉世界，亚太地区各国对发扬传统医药、利用现代科技促进传统医药领域的国际合作与交流,表现出了极大的热情。在联合国亚太技术转让中心（UNAPCTT）的倡导和发起下，“亚太传统医药网（APTMNET）”应运而生，并一步步从最初的构想到初步建设成形，并正在逐步发展壮大，它是旨在促进亚太地区及世界传统医药研发与产业合作和交流的国际性传统医药综合信息网络平台。在UNAPCTT和中国政府的大力推动下，各国积极响应和参与，初步建立起国际化框架和共建机
6、制，动员和整合了14个国家传统医药科研资源与力量，平台与渠道建设取得较大进展，其逐渐扩大的国际影响和对弘扬传统医学瑰宝的有效动员与推动也日益凸现。通过对亚太传统医药网总体设计方案和框架的描述以及近年来网络平台运行情况的研究表明，作为一个亚太地区及世界传统医药研发与产业合作和交流的国际性传统医药综合信息网络平台，在促进国际合作机制、共建国际信息交流平台、推动国际合作交流活动、传统医药国际合作研究等几方面作出了积极的作用。主要成效包括：搭建了传统医药交流合作的国际平台；创立了多边和双边国际传统医药合作机制；集成传统医药科研力量、开拓了传统医药研发合作渠道；收集整理和保存了大量传统医药信息资源；创建
7、了传统医药复合型传媒；积极探索了传统医药“产学研”国际化新途径。关键词：传统医药、中医药、信息化、国际化、服务平台AbstractTraditional medicine is the splendid treasures of human civilization. In recent years, when respect for the natural, back to nature trend of gradually rise, traditional Chinese medicine characteristics and advantages of the world as mo

However, due to the rapid development of modern Western medicine, as well as Eastern and Western cultural differences, such as a variety of reasons, resulting in
9、being left out of traditional medicine to such an extent that in recent decades the development of traditional Chinese medicine, research stalled, whether research or cost-effective with a wide gap between them.By the status quo of Chinas traditional medicine industry to investigate and study found
10、that restricting the development of traditional Chinese medicine include: Eastern and Western medical theories of the difference; the basis of the weak; imperfect quality standardization and control system, the stability of product quality poor; small-scale enterprises and innovation capability, low
11、-level redundant construction lead to a vicious circle; protection laws and regulations is not enough awareness of patents and weak protection of intellectual property rights; research and the training of great importance to such factors as inadequate. At the same time, modern communications and inf
12、ormation technology by leaps and bounds with a wide range of applications, greatly enhance the traditional scientific research, the pace of modernization and internationalization, especially in traditional medicine in some brands go through technical innovation, internationalization, information lin
13、e, gradually abroad accepted by the market, full of new energy companies. Therefore, the use of advanced technologies to create modern information dissemination and communication channels, the promotion of traditional medicine R & D and industry development by leaps and bounds, is the development of
