3、将学位论文的 内容编入相关数据库供检索；保密的学位论文在解密后遵守此规 定。学位论文作者签名：张岭盼 导师签名：f 年S月”日 亠宀年X月J幺日中国进入“九五”建设期间后，引进了大量的外国政府贷款参与我国的经济 建设，先后与24个国家机构建立了双边贷款关系。由于这种资金在使用领域和 采购范围上均有所限制，在这种经济形势下，国内迅速崛起了一批打包公司作为 贸易中介來协助项目单位完成整个外国政府贷款的采购工作。起初，打包公司数 燉少、利润高、竞争并不激烈，执行的项目质量良莠不齐；但随着中国建设的脚 步加快，利用外国政府贷款采购设备或者技术服务的打包公司数魅急剧增加，采 购领域也逐渐细分，同时国家本
4、着公开、公正、公平的原则，规定项目单位采用 国际招标的方式，这无疑对市场上的打包公司提出了更高的要求，彼此间的竞争 也愈演愈烈。外国政府贷款打包项目具有投标时间短，执行时间长的特点，一套 系统化、明晰化、合理化的项目流程可以合理安排项目人员更加有序、有效地执 行。因此，如何完善利用外国政府贷款采购医疗设备的项目流程，就成为一个迫 切需要研究的课题。论文运用案例分析的方法，对B公司已有项目流程中投标流程、谈判流程、 执行流程进行了分析和总结，以达到完善的目的。论文首先对B公司的业务范围 和发展历程做了介绍，同时重点描述了目前的项目流程，然后总结出投标、谈判、 执行这三个主要环节中出现的文件错误、
5、缺失、沟通失利、时间安排不当、处理 事故不妥导致额外费用增加的问题，并且发现项目人员对医疗设备技术不熟悉、 工作态度不严谨、获得的信息不对等、责任不明确、人员流动是出现以上问题的 主要原因；据此提出了建立责任制、相互监督机制和有效沟通的解决方案和激励 员工的配套措施，并对原有的项目流程做了相应的更改和完善。论文主要对B公司的项目流程进行了分析和完善研究，为该公司以后开展的 项目起到了良好的指导和规范的作用，也为其他领域的奥地利政府贷款项目实施 提供了参考，并且建议B公司将完善后的项目流程作为农业灌溉领域项目实施的 指导，开展新的业务，为抢占更大的市场份额，完成公司转型奠定坚实的基础。关键词:奥
6、地利政府贷款、项目流程、流程完善、激励AbstractAfter the period of 1995 construction5, China attracted a large number of loans from foreign governments to participate in its economic construction, and then established bilateral loans relationship with 24 national institutions. Because such funds are limited in the fiel
7、d of use and the scope of procurement, in this economic situation, a large number of trading companies raised rapidly to assist the borrowers to complete the procurement using loans from foreign governments as a trade intermediary. Initially, since such trading companies are characterized of small q
8、uantity, high-profit and not highly competitive, the quality of projects were executed mixing good and bad; but with the pace of Chinas construction speeding up ,the number of trading companies which purchases equipment or technical services using foreign government loans has risen dramatically, the
9、 area of procurement is gradually segmented, in the meantime , the nation require the project company to use international tender mode in the principle of open and fair, which will undoubtedly put forward higher requirements for trading companies and Increase competition among each other. Foreign go
10、vernment loans project are characterized of short tender time and long execution time, a systematic, clear and rational project procedure can reasonably arrange project participator to implement more orderly and effective. Therefore, how to improve the project procedure using foreign government loan
11、s to purchase medical equipment is an urgent subject to be studied.This paper carried out a detailed analysis and summary on the tender procedure, the negotiation procedure, the implementation of the procedures of the Company B with the method of case analysis, in order to achieve the purpose of per
12、fect. Firstly, Company Bs business scope and course of development are introduced, and focus on description of the project procedure, then summed up file errors, missing, communication failure, improper time arrangement, the extra fee caused by ill-considered accident settlement, and discovered that
13、 project participators are unfamiliar with medical equipments work attitude is not rigorousthe information obtained is not reciprocity, responsibility is not clear, the movement of persons are the main reasons for above problems. On this basis, accountability, mutual monitoring mechanisms, effective
14、 communication solutions, motivating employees supporting measures have been established and the original project procedure have been made the corresponding changes.This paper mainly do the research to analysis and improve the project procedure of company B, which plays a good guidance and norms for
15、 the future project and also provides a reference for other areas of the Austrian Government loan program, meanwhile, the paper recommends that Company B should take the improved project procedure as a guide to the field of agricultural irrigation project, expand new business, so as to lay a solid f
