6、t1,950,000RMB)onceyear.,PossibilityofRealization,瑞士拟开全民发工资先例依照人均国民生产总值，瑞士是世界最富裕的国家之一，瑞士人均财富也居世界前列。依国际汇率计算，瑞士为世界第19大经济体；以购买力平价计算则为世界第36大经济体；出口额及进口额分别居世界第20位及第18位。“不差钱”只是瑞士有可能实行这一提案的前提之一，这一提案能够被提出，依据的是瑞士的政治制度。瑞士实行“公民表决”和“公民倡议”形式的直接民主。公民对重大国事与地方事宜拥有表决、创制与复决权，可以集体请愿，也可以以投票抵制政府的一些政策。公众可以提出公共政策乃至修改宪法的提案，在
