1、对加强公务员勤政廉政建设的思考摘 要腐败是社会发展的拦路虎，极大的损害了我国社会的发展和经济文化建设，关系到国家的长治久安，关系到党和政府的生死存亡，需要全社会特别是执政党的共同努力。因此,公务员作为国家整理的主体，在新形势下加强公务员的勤政廉政建设,对于坚定中国特色社会主义共同理想,加强公务员的执政能力,提高公务员拒腐防腐能力,增强全社会反腐意识,促进社会经济向好的方向发展奠定了良好的基础。本文从公务员的勤政廉政建设面临的新情况、新问题着手，研究讨论了新形势下公务员勤政廉政建设的有效手段。全文共分四个部分：(1) 勤政廉政问题的提出：我国古代廉政思想起源和我国政府公务员反腐教育的历程，同时分
2、析了我国几种主要的反腐教育形式；(2) 勤政廉政思想和理论：探讨了中国勤政廉政文化建设的思想渊源,然后以勤政廉政建设和勤政廉政文化建设的理论为切入点,厘定勤政廉、政建设、以及文化建设的概念和关系。(3) 勤政廉政建设存在问题：分析了一些国家和地区的勤政廉政建设教育思想和实践，并得出了一些有益于我国公务员勤政廉政教育的启示(4) 勤政廉政建设主要内容：探索了我国勤政廉政的途径和方法，科学的勤政廉政指标体系在勤政廉政建设评价中具有重要地位，要建立、完善反腐勤政廉政教育的长效机制和建立健全教育制度、监督并重的惩治和预防腐败体系。关键词：反腐败；勤政廉政；廉政思想；廉政文化；防腐；体系制度摘 要Abs

15、职人员的勤政廉政教育是政府公务人员尤为紧迫和重要的任务。随着我国经济社会的快速发展，社会经济政治发生了深刻变化，当前公务员廉洁从政面临的社会环境越来越复杂。在全方位对外开放的条件下，各种价值观念交融日益加深，腐朽思想乘机而入，与历史遗留的封建残余思想互相掺杂，社会文化思想越来越多元化；我国正处在经济发展关键阶段，在经济体制变革、社会结构变动、利益格局调整、思想观念变化的新形势下，各方面体制机制还不完善，滋生腐败现象的土壤和条件依然存在；公务员队伍和结构发生很大变化，部分公务员缺乏严格的马克思主义信仰和重大政治风浪考验，勤政廉政观念和意识不强。马克思主义唯物辩证法认为，就一个具体事物来讲，内部因素是变化的根据，外部因素是变化的条件，外部因素要通过内部因素才能起作用。反思一些公务员蜕变为腐败分子的轨迹，一个重要的规律就是都是从思想先腐败开始的。从社会管理成本角度分析，腐败从发生发展到惩治，要经过多种演化，而在最靠源头的步骤设防，效果才是最好的，也是最经济的。反腐工作需要耗费的人力物力财力是非常巨大的，惟有将反腐的关口前移，防患于未然，才是上策。本文旨在探索新形势下，我国政府公务人员反腐教育勤政廉政教育的有效对策和方法。一、勤政廉政问题的提出改革开放以来，中国经济文化和社会建设取得了巨大成就，经济的市场化、政治和社会生活的民主化都在逐步向前推进，人们的生活方式，
