2、ry,2005Energyefficientbuildingsrefertothosemeetingenergyefficientstandardsduringdesignandbuildingprocessandthusconsuminglessenergyinuse.Greenbuildingsrefertothoseprovidingoccupantswithhealthy,comfortableandsafeliving,workingandleisurespace,achievinghighefficiencyinutilizingresources(includingenergy,
3、land,water,andmaterials)duringthelifecycleofbuildings(includingbuildingmaterialsproduction,planning,design,construction,operationandmaintenance,anddemolition),andminimizingthebuildingsimpactontheenvironment.Greenbuildingsarealsolabeledas“Eco-Buildings”or“SustainableBuildings”.I.Thesignificanceofprom
4、otingtheenergyefficientandgreenbuildings.Asaman-madeenvironment,buildingsplayanintegralpartinphysicallyandspirituallysatisfyingthedemandofhumanbeing.However,duetotheexcessivepursuingofphysicalpleasureplustheover-exploitationofthenaturalresources,modernbuildingshavenotonlysegregatedtheconnectionandco
5、mmunicationbetweenhumanbeingsandthenature,butalsoproducedheavyburdenonthenaturalenvironmentandresources.Accordingtostatistics,morethan50ofthematerialsmangatheredfromthenatureareusedfortheconstructionofallkindsofbuildingsandtheirattachedutilities,andanother50oftheworldenergyareconsumedduringtheconstr
6、uctionandutilizationofthosebuildings.Amongenvironmentalpollutions,construction-relatedairpollution,lightpollutionandelectromagneticpollutionaccountsfor34;constructionwastemakesup40ofthetrashproducedbyhuman.Inthedevelopingcountries,theskyrocketingconstructionaggravatesthemisuseoflandandthedestruction
7、oftheecologicalenvironment.China,initsprocessofindustrializationandurbanizationandwiththeobjectiveofmaintaining7-aboveannualgrowthrateofGDPinthenext15years,willbefacedwithseriousbottleneckofresourcelimitationandenvironmentaldeterioration.ThesituationshowsthatitisimperativeforChinatopromoteenergyeffi
8、cientandgreenbuildingsintheprocessofsustainabledevelopment.Throughthescientificandsystematicdesign,incorporatedwithsuchnewandhightechnologiesasgreenfittings,naturalventilation,naturallighting,lowenergyexteriorprotectionsystem,newenergy,waterreuse,greenbuildingmaterials,intelligentcontrolandsoon,gree
9、nbuildingshavewithitsixfeatures:calculatedsiteplanning,efficientenergycirculation,effectiveandcomprehensiveenergysaving,healthyandcomfortablebuildingenvironment,innocuousandsmallamountofwastedischarge,andflexibleandconvenientinfunctions.Itcouldnotonlysatisfythephysicalandmentalneedofhumanbeings,buta
10、lsoreducetheimpactonthenaturalenvironmentwithitsefficientenergyconsumption.Mr.President,HuJintaohaspointedoutthatweshalldevelopland-savinghousing,popularizeenergyefficienttechnology,andestablishenergysaving,materialsavingandwatersavingcode;weshallutilizetheresourcesinathriftywayandapplytherecyclingm
11、ethodsinordertopursuethesustainabledevelopmentoftheeconomicsociety.ChinesePremierandVice-PremierZengPeiyanhasreaffirmedthatconstructionenergysavingisnotonlyaneconomicissuebutalsoanimportantstrategy.Thedevelopmentofenergysavingtechnologyandgreenbuildingsisanimportantapproachintheconstructionfieldforp
12、ursuingtheessentialthoughtof“ThreeRepresents”andthespiritofthe16thNationalCongress.Itcarriesoutthecomprehensive,coordinatedandsustainablescientificviewofdevelopment,emphasizesthevalueofhumanbeings,integratesthedevelopmentoftheeconomyandthesociety,andpromotestheharmonizationbetweenthehumanbeingsandth
13、enature.Thepurposeofthisapproachistoadjusttherealestatestructure,transformthemodeofincreaseinthebuildingandeconomysectorandpromotetheadjustmentofeconomicstructure.Theprincipleliesinthethriftyutilizationandrecyclingoftheenergy,thusfacilitatingthecomprehensiveutilizationoftheresources,buildingthesavin
14、g-typesocietyanddevelopingthecycliceconomy.ItreflectsthatChinaisnowstickingtoitshealthydevelopingpathtowardsproductiondevelopment,wealthylifeandsoundenvironment.Asacriticallinkintheprocessofenergysavingandsafeguardingnationalenergysafety,thisapproachconstitutesanessentialmethodtosolvesuchproblemsint
15、heconstructionfieldashighinvestment,highconsumption,heavypollutionandlowprofit,anditisthestrategicworkforthereformandupgradingofthetraditionalconstructionandconstructionmaterialindustry,facilitatingthehealthy,coordinatedandsustainabledevelopmentoftheconstructioncause.II.Workshavebeendonerelatingtoen
16、ergyefficientandgreenbuildingsTheDesigningStandardforEnergyConservationinCivilBuildingoftheNorthernAreas1986wasthelandmarkofChineseenergyefficientwork.Afteralmosttwodecades,greatachievementshavebeenmadeinthefollowingaspects:(1).Energyefficientdesignstandardsystemwiththegoalofsaving50oftheenergyhasbeensetup;(2).LawsystemwithTheRegulationsfortheAdministrationofEnergyConservationinCivilBui
