3、升与带动效应 .41 5 结束语.43 参考文献.45 译 文 .46 原文说明.56 l 摘摘 要要 随着我国经济的不断发展，中国积极谋求在世界范围内的和平崛起。 要增强综合国力，树立大国地位，研制拥有自主知识产权的民用飞机,对 国家的产业升级、技术进步以及国防建设都有深远意义，各级政府也越 来越意识到这一点，并提出了实质性的规划。 民用飞机产业是一个大投资、高风险和长回收周期的产业，作为改 革开放前沿的上海，有着悠长的民机历史渊源，目前存在着充分的民机 发展资源，有着美好的民机发展前景。 本文通过历史纵向研究，再现了上海民用航空工业的历史原貌。通 过与波音、空客等航空巨头的横向研究，结合民

11、重大贡献的中国人，我们的航空事业发展似乎还应该 有更多的贡献；特别是作为生产力的核心部分，我国航空工业应该有更 大的发展，这对于中国航空事业和国防建设都有巨大的现实意义。 经过几十年的持续不断的研制发展，军用飞机方面不断突破，成功 实现了第三代战斗机研制的跨越式发展，第四代机也进入了预研阶段。 而民机方面，由于没有坚持自主创新的发展战略，导致直到今天我们的 天空还不得不飞着波音和空客，使本来可以像航天技术那样称傲世界的 民机技术白白浪费了 30 年时间，庞大的国内市场最终拱手让给了外国。 “中国只有卖出 8 亿件衬衫才能进口 1 架空客380”商务部部长 一句为化解欧盟对中国纺织品偏见的比喻，却着实道出了中国航空 工业人的尴尬。这也从一个侧面说明，中国航空工业 50 多年来，依然没 有真正成为中国工业的支柱产业，国家不得不进口其竞争对手的产品， 充当平衡国际大宗贸易的“砝码” 。 l 图 0.1 “中国只有卖出 8 亿件衬衫才能进口 1 架空客380” 从中
