3、r information from, andinspectthetenderdocumentsattheofficeof:.4. a complete set of tender documents may be obtained by anypre- qualifiedtendererforthecostofrmborus$ onthesubmissionofawrittenapplicationtotheabove.5. alltenders must be accompanied by a tender security in anacceptable form and must be
4、 delivered to company at theabove-mentionedaddress(refertoitem3)onorbefore.6. tenders will be opened in the presence ofthose tenderersrepresentativeswhochoosetoattendat(time).7.ifaprequalifiedforeigntendererwishes to form joint venturewithadomesticcontractor,sucharequestwillbeconsideredif receivedwi
5、thindaysbeforetheclosingdateforsubmissionoftenders.theselectedlocalcontractorshallbesubjecttoapprovalbytheemploy er.8.thepre-tendermeetingwillbeheldonatthefollowingaddress:.instructionstotenderers general1.descriptionofworks(sketch) alltenderersshallhaveequalaccessforsupply ofdomestic labourandmater
6、ial.thecontractorshallmakehisownarrangementsfortheprocurementoflocallabour,materials,transportationandotherservices.theemployerwillassistcontractorinlocating potentialnumber ofsuppliersforlocallabour,materials.theemployerwillalsoassist thecontractor in making his own arrangementfor supply of fuel an
7、dexplosives.2.sourceoffunds2.1thepeoplesrepublicofchinahasappliedforaloan andcreditfromtheworldbank(hereinafterreferredtoastheifi)towardsthe costofproject,andintendstoapplyaportionoftheproceedsoftheloanandcredittoeligiblepayments under the contract for whichthesedocumentsareissued.paymentbytheifiwil
8、lbemade only attherequestofthechinesegovernmentanduponapprovalbytheifiand willbesubjectinallrespectstothetermsandconditionsoftheloanagree ment.nopartyotherthanthepeoplesrepublicofchinashallderiveanyr ightsfromtheloanagreementorhaveanyclaimtotheloanproceeds.2.2paymentfromtheproceedsoftheworldbankloan
9、will be limitedtogoodsproducedin,andservices supplied from, switzerland and themembercountriesoftheworldbankwhichhave commercial relations withchina.2.3allcostsnotmetbytheifiloanwillbe paid by theemployerfromfundsallocatedbythegovernmentofchina.3.eligibilityandqualificationrequirements3.1thistenderi
10、sopentoallpre-qualifiedtenderers from eligiblesourcecountriesasdefinedundertheguidelinesforprocurem entof theworldbank.this3.2allgoodsandservicestobesuppliedundercontract shallhavetheiroriginineligiblesourcecountries,andallexpenditures madeunderthecontractwillbelimitedtosuchgoodsandservices.3.3theor
11、iginofgoodsandservicesisdistinctfromthe nationalityofthetenderer.3.4tobe eligible for award of contract, tenderers shall haveprovidedevidencesatisfactorytotheemployeroftheireligibility underclause3.1above,andoftheircapabilityand adequacy of resources toeffectivelycarry out the contract. to this end,

14、pmentproposedforusei ncarryingoutthecontractintheformatprescribedinscheduleiv;(d) alistofproposedsub-contractorsin the format prescribed inschedulevi;(e) informationregardinganycurrentlitigationinwhichthetendererisin volved;(f) thedetailsoftheconstructionmethodsproposed.3.5forthepurposes of sub-clau
15、se 3.4, tenderers who have beenpre- qualifiedmayupdateandaugmenttheinformationsupplied with theirapplication for pre-qualification, and, in particular, shall giveparticularsofworkinhandatthedateoftendering.3.6tenderssubmittedbyajointventure of two or more firms aspartnersshallcomplywiththefollowingr
16、equirements:(a) thetender,andin case of a successful tender the form ofagreement,shallbesignedsoastobelegallybindingonallpartners;(b) oneofthejointventuremembersshallbe nominated as sponsor;andthisauthorisation shall be evidenced by submitting a power ofattorneysignedbylegallyauthorisedsignatoriesofall the members ofthejointventure;(c) thejointventuresponsorshallbea
