2、hitects第五章法律责任Chapter V Legal Responsibility 第六章附则Chapter VI Supplementary Provisions 第一章 总则Chapter I General Provisions第一条为了加强对注册建筑师的管理，提高建筑设计质量与水平，保障公民生命和财产安全，维护社会公共利益，制定本条例。Article 1 These Regulations are formulated for the purpose of strengthening the administration of certified public architect
3、s, improving the quality and level of architectural design, protecting the public interest, and ensuring the safety of the life and property of citizens. 第二条本条例所称注册建筑师，是指依法取得注册建筑师证书并从事房屋建筑设计及相关业务的人员。Article 2 Certified public architect with regards to these Regulations, refers to one who has lawfull
4、y acquired the certificates of a certified public architect and is engaged in the architectural design of buildings or other related businesses.注册建筑师分为一级注册建筑师和二级注册建筑师。Certified public architects are divided into Grade-1 and Grade-2 certified public architects.第三条注册建筑师的考试、注册和执业，适用本条例。Article 3 These
5、Regulations shall apply to the examination, registration, and practice of certified public architects.第四条国务院建设行政主管部门、人事行政主管部门和省、自治区、直辖市人民政府建设行政主管部门、人事行政主管部门依照本条例的规定对注册建筑师的考试、注册和执业实施指导和监督。Article 4 The construction administration and personnel administration of the State Council, as well as the const
6、ruction administration and personnel administration of the local peoples governments of the various provinces, autonomous regions, and municipalities directly under the central government, shall comply with the provisions stipulated in these Regulations to direct and supervise the examination, regis
7、tration, and practice of certified public architects.第五条全国注册建筑师管理委员会和省、自治区、直辖市注册建筑师管理委员会，依照本条例的规定负责注册建筑师的考试和注册的具体工作。Article 5 The National Administration Committee of Certified Public Architects and the administration committees of certified public architects in various provinces, autonomous regions
8、, and municipalities directly under the central government shall, in accordance with the provisions prescribed in these Regulations, be responsible for the concrete work of the examination and registration of certified public architects. 全国注册建筑师管理委员会由国务院建设行政主管部门、人事行政主管部门、其他有关行政主管部门的代表和建筑设计专家组成。The N
9、ational Administration Committee of Certified Public Architects shall be organized from among representatives of the construction administration, personnel administration and other relevant administrative departments of the State Council, and architectural design experts.省、自治区、直辖市注册建筑师管理委员会由省、自治区、直辖
10、市建设行政主管部门、人事行政主管部门、其他有关行政主管部门的代表和建筑设计专家组成。The administration committees of certified public architects of the various provinces, autonomous regions, and municipalities directly under the central government shall be organized from among representatives of the construction administrations, personnel a
11、dministrations and other relevant administrative departments of the various provinces, autonomous regions, and municipalities directly under the central government, and architectural design experts.第六条注册建筑师可以组建注册建筑师协会，维护会员的合法权益。Article 6 Certified public architects may establish professional associa
12、tions of certified public architects to protect their legitimate rights and interests.Chapter II Examination and Registration第七条国家实行注册建筑师全国统一考试制度。注册建筑师全国统一考试办法，由国务院建设行政主管部门会同国务院人事行政主管部门商国务院其他有关行政主管部门共同制定，由全国注册建筑师管理委员会组织实施。Article 7 The state shall carry out a policy of unified nationwide qualificati
13、on examination for certified public architects. The measures of unified nationwide qualification examination for certified public architects shall be formulated by the construction administration of the State Council in cooperation with the personnel administration of the State Council after consult
14、ation with other relevant administrative departments of the State Council, and shall be implemented by the National Administration Committee of Certified Public Architects.第八条符合下列条件之一的，可以申请参加一级注册建筑师考试：Article 8 Those who meet one of the following conditions may apply for permission to take part in t
15、he qualification examination for Grade-1 certified public architect:(一)取得建筑学硕士以上学位或者相近专业工学博士学位，并从事建筑设计或者相关业务2年以上的；(1) Possession of a Masters degree or higher in Architecture, or a Doctorate of Engineering in closely related specialties, in addition to at least two years work experience in architect
16、ural design or other related businesses;(二)取得建筑学学士学位或者相近专业工学硕士学位，并从事建筑设计或者相关业务3年以上的；(2) Possession of a Bachelors degree in Architecture or a Masters degree in Engineering in closely related specialties, in addition to at least three years work experience in architectural design or other related businesses;(三)具有建筑学专业大学本科毕业学历并从事建筑设计或者相关业务5年以上的，或者具有建筑学相近专业大学本科毕业学历并从事建
