11、cadres in enterprise development in the危险性较大分部分项工程安全专项施工方案管理办法第一条 为加强本企业公路工程项目的安全技术管理，规范危险性较大的分部分项工程安全专项施工方案的编制、论证及审查工作，预防施工安全事故，保障人身和财产安全，根据国务院建设工程安全生产管理条例和交通运输部公路工程安全生产监督管理办法等有关法律、法规、规章，结合实际，制定本办法。第二条 列入国家和地方交通基本建设计划的公路、基础设施新建、改建和扩建等建设项目适用本办法。第三条 本办法所称的危险性较大分部分项工程是指公路设项目在施工过程中存在的、可能导致作业人员群死群伤或造成重大
12、不良社会影响的工程（危险性较大分部分项工程范围见附件1）。本办法所称的危险性较大分部分项工程安全专项施工方案（以下简称“专项方案”），是指在公路工程建设中，施工单位在编制施工组织设计的基础上，针对危险性较大的分部分项工程，以分部、分项工程为单元，依据有关工程建设标准、规范和规程，单独编制的安全技术措施文件。第四条 施工单位应当在危险性较大分部分项工程施工前编制专项方案；对于超过一定规模的危险性较大分部分项工程，施工单位应当组织专家对专项方案进行论证（超过一定规模的危险性较大分部分项工程范围见附件2）。第五条 施工单位在提交开工报告前，应当向监理单位、建设单位提供本合同段危险性较大分部分项工程的
13、清单，建设单位应当组织监理、施工等单位对本项目的危险性较大分部分项工程的清单进行审核确认，并据此进行管理。第六条 专项方案应当由施工单位组织编制，主要应当包括以下内容：（一）编制说明：编制依据、编制目的、适用范围等； （二）工程概况：工程简介、水文地质条件、施工平面布置、施工准备情况等；（三）施工工艺：主要施工技术方案、技术参数、工艺流程、施工方法、施工要求等；（四）施工计划：施工进度计划、材料与设备计划、劳动力计划等；（五）危险因素分析：危险源辨识、危险因素评估等； （六）施工安全保障措施：组织保障、技术措施、监测监控措施、安全应急措施等； （七）安全检查和验收：检查方法、内容、程序验收等；
14、 （八）安全验算及相关图纸；（九）其它需要说明的内容。第七条 对于超过一定规模的专项方案，施工单位应当在分部分项工程开工前组织专家进行论证。对于未超过一定规模但监理单位或建设单位认为有必要进行专家论证审查的专项方案，施工单位也应当按照本办法组织专家进行论证审查。第八条 专项方案编制完成后首先应当由施工单位组织技术、安全、质量等相关部门的专业技术人员进行审核。对于不需要专家论证的专项方案，施工单位审核合格后，由施工单位技术负责人签字确认后报监理单位，由项目总监理工程师审批；对于需经专家论证的专项方案，在施工单位相关技术人员审核后，施工单位应当组织专家进行论证，并根据专家的书面论证审查意见对专项方
15、案进行修改完善，完善后的专项方案由施工单位技术负责人签字确认后报监理单位，由项目总监理工程师审核签字，再报建设单位审批。专项方案未经审批，不得组织实施。第九条 专家论证会应当符合下列要求：（一）专家论证会应当由施工单位组织召开。（二）专家组应当由不少于5名具有相关专业资格及相关经验的专家组成。专家组成员应当事先征得建设单位同意，本分部分项工程的参建各方人员不得以专家身份参加专家论证会。（三）建设、监理、施工、设计等相关单位应当参加论证会，涉及铁路、海事、交警等相关部门的应邀请其参加论证会。（四）需论证审查的专项方案应当在论证会召开3天前送达专家组成员及参加论证会相关单位部门。第十条 专家论证的
16、主要内容：（一）专项方案内容是否完整，安全控制措施是否可行；（二）专项方案计算和验算依据是否符合有关标准规范；（三）安全施工的基本条件是否具备，是否符合现场实际情况等。第十一条 施工单位应当严格按照专项方案组织施工，不得擅自修改、调整专项方案。如在施工过程中确需作重大或实质性修改、调整专项方案的，修改调整后的专项方案应当按本办法第八条重新审批。对于已由专家论证审查的专项方案，施工单位应当重新组织专家进行论证。第十二条 专项方案实施前，施工单位项目部技术负责人应当对相关施工技术、安全管理及施工作业人员进行安全技术交底；在施工过程中，应当指派专职安全生产管理人员进行现场监督，发现不按照专项方案施工的，应当要求其立即整改；发现有危及人身安全紧急情况的，应当立即停止作业并组织作业人员撤离危险区域。施工单位技术负责人应当定期巡查专项方案实施情况。第十三条 施工单位、监理单位应
