Commencement, Delays and Suspension开工、延误和暂停8.1 Commencement of Works开工Unless otherwise stated in the Contract Agreement:(a)The Employer shall give the Contractor not less than 7 days notice of the Commencement Date; and(b) the Commencement Date shall be within 42 days after the date on which the
2、 Contract comes into full force and effect under Sub-Clause 1.6Contract Agreement. 除非合同协议书中另有说明：(a) 雇主至少应提前7天将开工日期通知承包商，且(b) 开工日期应在合同协议书依第16款完全生效日后42天之内。The Contractor shall commence the design and execution of the Works as soon as is reasonably practicable after the Commencement Date, and shall the
3、n proceed with the Works with due expedition and without delay. 在开工日期后，只要条件允许，承包商就应尽早开始设计和实施本工程，进而以合理、紧凑的速度，将工程进行下去，不使其延误。8.2 Time for Completion完成时间The Contractor shall complete the whole of the Works, and each Section (if any), within the Time for Completion for the Works or Section (as the case m
4、ay be), including: (a) achieving the passing of the Tests on Completion, and (b) completing all work which is stated in the Contract as being required for the Works or Section to be considered to be completed for the purposes of taking-over under Sub-Clause 10.1Taking Over of the Works and Sections.

The Contractor shall also submit a revised programme wheneve
6、r the previous programme is inconsistent with actual progress or with the Contractors obligations, each programme shall include: 承包商应在开工日后28天内，向雇主提交份详细的时间计划。每当原实施计划不符合实际进展或承包商的义务时，承包商就应提交修订过的实施计划。各实施计划都应说明：(a) the order in which the Contractor intends to carry out the Works, including the anticipate
7、d timing of each major stage of the Works, (b) the periods for review under Sub-Clause 5.2Contractors Documents,(c) the sequence and timing of inspections and tests specified in the Contract, and (d) a supporting report which includes: (i) a general description of the methods which the Contractor in
8、tends to adopt for the execution of each major stage of the Works, and(ii) the approximate number of each class of Contractors Personnel and of each type of Contractors Equipment for each major stage. (a) 承包商计划实施工程的顺序，包括每一主要阶段的预期时间安排， (b) 第5.2款要求的审核时间， (c) 本合同具体说明的各项检查和检验的顺序和时间安排， (d) 一份辅助报告，内容应有： (
9、i) 承包商实施本工程各主要阶段拟用的方法总说明， (ii) 承包商各主要阶段所需各种级别承包商人员和各类承包商机具的大致数目。Unless the Employer, within 21 days after receiving a programme, gives notice to the Contractor stating the extent to which it does not comply with the Contract, the Contractor shall proceed in accordance with the programme, subject to
10、his other obligations under the Contract. The Employers Personnel shall be entitled to rely upon the programme when planning their activities. 除非雇主在收到实施计划后21天内向承包商发出通知，指出不合合同要求之处，否则承包商在遵守其他合同义务的同时，仍应按照该实施计划继续工作。雇主人员应有权根据该实施计划安排自己的活动。The Contractor shall promptly give notice to the Employer of specif
11、ic probable future events or circumstances which may adversely affect or delay the execution of the Works. In this event, or if the Employer gives notice to the Contractor that a programme fails (to the extent stated) to comply with the Contract or to be consistent with actual progress and the Contr
12、actors stated intentions, the Contractor shall submit a revised programme to the Employer in accordance with this Sub-Clause. 承包商应及时将未来可能对工作造成不利影响或延误工程实施的事件或情况通知雇主。在这种情况下，或在雇主通知承包商实施计划所指之处不符合合同要求，或者与实际进展和承包商写入通知中的意图不一致时，承包商应按照本款向雇主提交一份修改的实施计划。8.4 Extension of Time for Completion完成时间的延长The Contractor
13、 shall be entitled subject to Sub-Clause 20.1Contractors Claims to an extension of the Time for Completion if and to the extent that completion for the purposes of Sub-Clause 10.1Taking Over of the Works and Sections is or will be delayed by any of the following causes: 如果下列任何一个原因已经或将延误第10.1款工程和单项工程

15、t or prevention caused by or attributable to the Employer, the Employers Personnel, or the Employers other contractors on the Site.
