2、在 形形色色的腐败中 起主导因素的是权力腐败 它与社会腐败狼狈为奸 使腐败成为一种 多领域 多阶层 多形式和多手段 的结构性腐败 成为一种反社会主义制度的 亚文化 瓦解着国家的秩序 在形形色色 的权力腐败中 消极影响最为严重 对党对国家危害最大的就是权力寻 租 因此 深入分析我国地方政府的权力寻租行为具有十分重要的理论 和现实意义 关于权力寻租的研究 我国学术界也有不少学者对权力寻租开展了 广泛而深入的研究 但是 通过对文献的检索 笔者发现 关于从源头 上治理权力寻租的研究还比较单薄 学术界对国内权力寻租研究的实证 分析和全面总结工作尚未展开 资料也很匾乏 因此 本文在总结纪检 监察工作实践
