3、。这种通过内部精细化管理，减少不必要增值环节的管理思想与企业需求相融合，能够在企业转型期发挥更好的作用。本文以天津市热电有限公司为例，分析论述了精益管理思想与热电联产供热企业生产运行及公司管理之间的联系，运用精益管理思想分析公司的管理现状，提出了针对性的解决办法。文章首先阐述了热电联产供热企业发展的背景和面临的形势，对研究对象进行了简要介绍。系统阐述了精益管理思想的定义内涵、实施原则，着重介绍了与热电公司经营形式、所属领域相近的天津市自来水集团和某热电厂精益管理的导入方式。文章分生产运行管理及企业管理两部分导入了精益管理思念。在生产运行方面，首先介绍了公司的生产运行模式，按照精益管理较小浪费、
4、至臻至善的要求，对生产运行主要成本归纳为能耗、工程、科技进步三大类。针对每一项成本的特性指出关键控制点，进而分析现状流程能够对关键点能否起到把控目的。利用六西格玛理论和全员生产维护，针对性的对成本控制工作及流程进行了适当改善。在公司管理方面，分别从信息化管理、协作单位管理、库存材料管理、优质服务管理四方面进行把控，利用精细化管理思维实现了公司管理流程信息化、协作单位管理细致化，借助拉式生产理论结合材料管理现状提出了备件库管理原则，以用户为最终评价者提出了建设一站式客户服务体系、客服人员培养、提升主动服务意识三方面建议。最后，简要叙述了精益管理的实施保障原则及实际取得的经济和社会效益，并对全文进
