2、，本质上说，取决于所属社会的政治、经济的发展和公共服务型 政府的建立。 城区教育现代化作为政府教育公共服务的目标追求， 教 育作为政府社会性公共服务职能的重中之重，实现城区教育现代化， 从公共服务的视角就是要让城区各类教育公共服务达到的高标准、 高 质量、 高绩效、 全覆盖、 个性化和可持续的要求， 办人民满意的教育。 本文试图以上海市卢湾区为例， 在近些年提出 “基本实现教育现代化” 的背景下， 如何从政府公共服务提供的角度， 运用公共事务中的公共 物品和公共服务的相关理论， 对城区教育现代化中的政府公共服务职 能进行分析和归纳， 围绕教育现代化是政府教育公共服务的新追求展 开， 对教育现代
3、化需要怎样的基本公共服务进行讨论， 提出实现城区 教育现代化中政府的价值追求， 对卢湾区现有的教育公共服务实践层 面的有效性和适用性进行研究， 对境外相关教育公共服务的成功之处 进行借鉴， 对理想状态的城区教育现代化模型进行构想， 着重对教育 现代化中政府角色定位、 提高政府依法行政水平、 提供多元选择满足 终身教育需求和教育公共服务的投入和产出问题进行了进一步思考， 对可能存在的问题提出改良的建议。 关键词：教育现代化,政府职能,公共服务,管理方式 Practice and Thinking on the Governments Role in Providing Public Servic
4、e and Its Mode of Management during the Modernization Process of Urban Education with Shanghai Luwan District as an Example ABSTRACT Providing public service is the chief function and a key feature of a contemporary government. The Shanghai municipal government has set goals to realize the moderniza
5、tion of education by 2010, and the municipal government of Luwan district has established goals to become the first in Shanghai to realize such modernization. To basically realize the modernization of education in urban areas is a gradual but complicated process and a systematic project. However, su
6、ch realization depends on the extent to which the government provides good educational public service, and in essence, depends on the political and economic development of the society as well as the establishment of a public-service-type government in that society. The modernization of education in
7、urban areas is the goal of a government when it seeks to provide educational public service, and education is the most important of all the social public service provided by the government. Therefore, to realise the modernization of education in urban areas, from the perspective of providing public
8、service, is to make sure that the various public educational services provided in urban areas is of high standard, top quality, great efficiency, wide coverage, as well as individuality and sustainability, so that all citizens can enjoy satisfactory education. On the background of the goal - “to bas
9、ically realize the modernization of education” established in recent years, and supported by related theories on public goods and public service management, this paper cites Luwan District in Shanghai as an example to provide an analysis and a summary of the role of a government when it provides pub
10、lic service during the process of urban education modernization. It discusses what kinds of basic public service are needed during the modernization of education, as well as values brought to the government during this process. It studies the effectiveness and practicability of the existing educatio
11、nal public services in Luwan District, and how these can benefit from success achieved by educational public service abroad. The paper also envisions an ideal model for urban education modernization focusing on the role-setting of the government and improving its administrative level according to la
12、w. It offers the writers thinking on the issue of providing multiple options to meet life-long educational needs and the input and output of educational public services. 15、 “根据我国社会主义现代化建设三步走 的战略部署，到本世纪末，我国教育发展的总目标是：全民受教育水平有明显提高；城乡劳动者的 职前、职后教育有较大的发展；各类专门人才的拥有量基本满足现代化建设的需要；形成具有中国 特色的、面向二十一世纪的社会主义教育体系的基本框架。再经过几十年的努力，建立起比较成熟 和完善的社会主义教育体系，实现教育的现代化。 ” 纲要对教育现代化指明了具体内容和要求。 在纲要的指导下，全国教育工作者都在向纲要提出的总目标奋进。早在 1996 年江苏、上海、 珠江三角洲都举行了教育现代化研讨会，探讨教育现代化的特征、内涵和实施的策略和措施。 二、研究的目的和现实意义 在科教兴
16、国战略指引下，教育优先发展的地位逐步确立，不少地方政府纷纷提出“率先实现区 域教育现代化”的要求，如，广东省深圳市、珠海市、江苏省南京市、上海市闵行区、卢湾区等等， 既然地方政府把教育现代化作为口号提出、作为旗帜亮出，那么，教育现代化体系的构建，就不仅 仅是教育行政部门和学校的内务，政府的作用应该是什么，是政府职能的问题，而政府如何做好这 些事情，是政府管理方式的问题。城区教育现代化作为政府教育公共服务的目标追求，教育作为政 府社会性公共服务职能的重中之重，实现城区教育现代化，从公共服务的视角就是要让城区各类教 育公共服务达到的高标准、高质量、高绩效、全覆盖、个性化和可持续的要求，办人民满意的教育。 第二节 研究综述
