2、资源的开采，环境污染与生态破坏大有日益严重的趋势。因此，准确 计量出煤炭开采过程中的环境成本， 并通过对计提煤炭环境成本的传导机制及传导路径 的分析，准确测算出计提煤炭环境成本后对主要价格指数的影响，是将煤炭开采过程的 外部环境损失内部化的有效途径，对于完善煤炭环境成本核算体系和煤炭价格定价机 制，实现煤炭资源绿色开采具有重要理论与现实意义。 本文在对国内外相关研究现状进行综述的基础上， 对煤炭环境成本的计量方法和传 导机制进行了系统的研究，取得的主要研究成果如下： （1）分析了煤炭环境成本的构成、影响因素和计量方法，在此基础上构建了煤炭 环境成本计量模型，并且应用此模型对榆林市和山西省煤炭环
3、境成本进行了测算。 （2） 在对价格传导机制一般理论和价格传导机制主要研究方法进行分析的基础上， 总结出煤炭环境成本计提的传导机制和传导过程。 （3）应用向量自回归模型，研究煤炭环境成本计提对主要价格指数的影响和滞后 期，进一步测算出煤炭环境成本对居民消费价格水平的影响。 （4）提出以建立健全煤炭环境恢复治理可持续发展基金制度、调整煤炭环境成本 核算框架、建立煤炭环境成本分担机制为主要措施，以加强环境管理、提高公众参与意 识、推行清洁生产和大力发展循环经济为辅助措施，促使煤炭环境成本内部化的政策及 建议。 关 键 字：煤炭环境成本；价格传导机制；向量自回归模型 研究类型：应用研究 1 本文受国

9、ents and conclusions are follows: (1) On the basis of study the environmental costs of coal at home and abroad, clarify the compose of the environmental costs of coal,influence factors,measuremental method.On the basis of measurement model of the environmental costs.Applied this model study on Yulin
10、 Shenmu area and Shanxi province the environmental costs of coal and converted tons of coal loss. (2) On the basis of study the price transmission mechanism, summary the conduction mechanism and the conduction process of provision the environmental costs of coal.Studied the influence of price level
11、to the downstream industry in theoretically. (3) Construct the model of VAR, researching the influence of the downstream industry of price leval after provision the environmental costs of coal.Finally to townify the influence values to the consumer price level. (4) Puts forward to establish and perf
12、ect the coal environment to restore the government sustainable development fund system, adjustment of the coal environment costs accounting framework, establish multi-share-risk mechanism of the coal environment costs as the main measures. At the same time as the strengthen environmental management,
13、 raise public participation, implementation clearner production and develop circular economy vigorously of auxiliary measures.The internalization of environment cost prompted coal policies and suggestions. 14、ied Research 1 绪论 1 1 绪论 1.1 选题背景与研究意义 1.1.1 选题背景 煤炭作为中国工业化进程的能源基础，对整个国家的经济发展起着举足轻重的作 用。我国煤炭资源丰富，而石油、天然气的储量相对较低，一直以来的能源消费结构都 是以煤炭为主。目前，煤炭占我国能源消费的七成之多，比世界平均水平高 40%。随着 经济的快速发展，我国已成为了全世界煤炭开采量和消费量最大的国家。 煤炭资源的大规模开发利用，为我国社会经济的快速发展起到了巨大的推动作用， 但同时也对区域的生态环境产生了巨大的破坏， 其背后却隐藏着巨大的环境代价和社会 代价，以至产生了许多社会问题。 据统计， 全国烟
15、尘排放量的 70%、 二氧化硫排放量的 85%、 氮氧化物排放量的 67%、 二氧化碳排放量的 80%都来自于燃煤。目前，全国空气污染超过二级标准的城市已经占 到检测城市的 34%，全国酸雨面积已经占到国土面积的 30%，全国储存煤矸石达到 36 亿吨，占全国工业固体废物排放总量的 40%以上，全国煤矿累计采空区塌陷面积已经超 过 70 万公顷。 我国仅因煤矿开采直接占用土地累计高达 586 万公顷， 破坏土地约 140-200 万公顷， 且每年仍以 4 万公顷的速度递增；直接破坏的森林面积累计达 106 万公顷，破坏草地面 积 26.3 万公顷。目前，我国矿区整体土地复垦率仅为 10%左右，
16、煤炭资源回采率平均 仅为 30%，共生、伴生矿的利用率仅为 20%左右，矿产总回收率只有 30%，而国外先进 水平都在 50%以上。矿产资源浪费造成的损失是巨大的，这些损失是环境成本的一个重 要内容，但现行的核算方法却不予反映。 可见，要从根本上解决煤炭带来的一系列问题，必须对现有的煤炭价格体系进行彻 底的改革，使煤炭外部成本能够真实地反映在煤炭价格当中。因此，准确的核算出煤炭 环境成本在煤炭价格中所占的比重，理顺煤炭价格及其传导机制，测算出煤炭价格上涨 对相关行业的价格水平以及物价水平的影响，是一个将某些外部成本内部化，并降低、 取消那些不合理的外部成本的过程。 1.1.2 研究意义 近几年，受国家宏观经济的持续拉
