1、湘潭大学 硕士学位论文 政府绩效管理中的“逆向选择”及规避对策 姓名：王礼 申请学位级别：硕士 专业：行政管理 指导教师：彭国甫 20070420 I 摘 要 20 世纪 90 年代以来，政府绩效管理成为现代公共管理研究的前沿课题，其 研究日益成为一门“显学”，然而对基于绩效管理本身缺陷或发展不成熟带来的 “负效应”却认识不足、没有引起足够重视。“逆向选择”是指在信息不对称的情况 下出现的一种劣币驱逐良币，从而出现混同均衡的不利局面。本文把这一定义移 植到政府绩效管理研究中， 是为了揭示政府绩效管理的不完善可能带来的消极影 响（负效应） ，“政绩工程”现象正是这种消极影响的具体表现。 “政绩工
2、程”是指个别政府官员从自身的政治利益出发， 追求片面政绩或虚假 政绩，从而给国家、集体、人民造成损失的一种现象。本质上，政绩工程是一种 腐败行为，其危害比一般的腐败行为更加严重。政绩工程现象在一定程度上有泛 滥之势，鉴于其严重危害（即有明显的危害，也有隐性的危害，甚至隐性危害更 大），应对其进行集中整治和消除。本文试图采用 “逆向选择”的理论框架寻求 有效的规避对策，包括分离均衡模式模型提供的制度视角（政府绩效管理制度完 善），信号传导模型提供的技术视角（政府绩效管理技术创新）和超越“逆向选 择”既有理论框架的价值观视角（作为绩效管理客体的政府官员理性政绩观塑 造）。 本文第一章首先阐明了选题
3、来源，然后在分析选题背景、选题意义以及综述 国内外研究现状的基础上， 提出全文的研究方法与思路， 并阐释了本文的创新点。 第二章阐述了“逆向选择”的基本涵义， 对其在政府绩效管理研究中的适用性进行 了分析，并介绍了政府绩效管理中“逆向选择”的基本特征。第三章首先分析了政 府绩效管理“逆向选择”的表现，指出政绩工程现象是政府绩效管理中“逆向选 择”的突出表现方式。这是因为： “政绩工程”现象肇源于政府绩效管理中错误的 政绩信号传导，诱导于政府绩效管理中“劣官驱逐良官”，是政府绩效管理中“逆 向选择”的必然结果。在此基础上进一步探讨了政府绩效管理中“逆向选择”产生 的原因，包括：政府绩效管理性质的
4、模糊性、导向的短期性、体系的片面性、主 体的单一性、过程的封闭性和方式的随意性。然后联系政绩工程现象论述了政府 绩效管理中“逆向选择”的危害性。第四章在借鉴心智模型、分离均衡模型、信 息传导模型等理论模型的基础上，提出了三个层面的规避对策：从价值层面塑造 正确政绩观，从制度层面实现政府绩效管理中的“分离均衡” 和从技术层面强化 政府绩效管理中的“信号传导”。 关键词：政府 绩效管理 逆向选择 规避 对策 II Abstract From 1990s, Government performance management has been to be a very problem in moder

In order to show the reverse effect which is from the imperfect management of governmental performance. The problem of “political engineering project” just is the specific expression of

Government engineering projection is a kind of phenomenon which some officials from personal political position, Seek partly political performance or false political performance, thereby created large loss on county, collection and people. In essence, “political engineering p
8、roject” is a kind of corrupt behavior. The reverse effect is worse than general corrupt behavior. The phenomenon of “political engineering project” some degree is flooded in our society. From the side of harmfulness, we should renovate or eliminated concentratly. This paper try to use theory frame t
