1、河北大学 硕士学位论文 改革开放以来女性参政问题研究 姓名：姜萌 申请学位级别：硕士 专业：思想政治教育 指导教师：梁素贞 2011-06 摘 要 I 摘 要 女性参政是人类文明的标志。女性参政议政、进入决策、管理领域是衡量一个国家 民主化的重要标准，并对政治的民主进程有着促进和推动作用，是一个国家民主政治、 政治文明的标志。 西方女性参政运动开始于 1865 年英国女性第一次提出妇女选举权。而反观中国 的女性参政运动则比西方国家迟了近一个世纪，而且中国女性参政运动同西方相比，有 着明显的差异，即，西方女性参政运动始终独立于其他社会运动，女性的主体意识、参 政意识很强；而中国女性参政运动却始终
2、与各种社会运动交织在一起，因此，中国女性 参政运动不是基于女性主体意识的觉醒而产生，而是始于男性知识分子的启蒙和鼓励。 换言之，男性处于主导作用和领导者的地位,中国女性的主体意识、参政意识并没有真 正地觉醒。而参政意识薄弱正是制约当今中国女性参政水平提高的一个根本因素。新中 国的诞生，为中国女性参政创造了优越条件，使一大批优秀女性走上了政治舞台。改革 开放以来，中国的社会、政治、经济、文化等各方面都取得了举世瞩目的巨大成就，女 性参政也取得了巨大的进步：女性参政意识不断加强，水平不断提高，深度不断拓展， 女性的政治权利得到了较为充分的体现。这是历史的进步，但在庆幸进步的同时，我们 也应看到不足
3、，比如女性参政比例偏低，参政权没有充分的发挥使用等。加之目前在我 们国家，女性在国家政治生活中的参与程度不足，绩效低下，中国女性参政的形势依然 十分严峻。 本文从四个部分对中国女性参政进行了分析。 第一部分主要是对女性参政的涵义进 行了界定。 第二部分是对近代中国女性争取参政权历程的梳理以及对当前中国女性参政 的启示。第三部分主要分析了改革开放以来中国女性参政的基本情况、取得的成就和促 使中国女性参政水平提高的因素。 第四部分主要对当前中国女性参政存在的问题和制约 因素进行了分析以及对推进中国女性参政提出的几点思考。 关键词 女性参政 参政意识 改革开放 Abstract II Abstrac

Womens political participation, access to decision-making, management is an important measure of a countrys democratic standards, and the political democratic process has to promote and facilitate the role of a national democracy, a
5、 symbol of political civilization. Western womens movement in politics began in 1865-British woman the first time womens suffrage. But Chinas womens movement in politics than in Western countries, nearly a century later, and Chinese womens movement in politics, compared with the West, there was a cl
6、ear difference in. That is Western womens movement in politics is always independent of other social movements, womens consciousness, a strong sense of political participation; while women political movement in China has always been intertwined with various social movements, therefore, the movement
7、of Chinese women in politics is not based on the awakening of female consciousness arise, it began in the Enlightenment and to encourage men and intellectuals. In other words, men in the leading role and leadership position, the Chinese womens consciousness, awareness of political participation has
8、not really awakened. Weak awareness of political participation of women in politics in todays China is restricting the level of a fundamental element to improve. Birth of new China, as China has created favorable conditions for women in politics, so that a large number of outstanding women onto the

Since the reform and opening up, Chinas social, political, economic, cultural and other areas have made great achievements attracting worldwide attention, womens participation in politics also has made tremendous progress: Women continue to strengthen the awareness of political part
10、icipation, has improved continuously, continuously expand the depth of womens political rights have been more fully reflected. This is a historical progress, but progress in the fortunate, we should see less, such as low proportion of women in politics, political rights have not fully exploited and
11、so on. Its now in our country, women in national political life, lack of participation, performance is low, the Chinese womens political participation is still very grim. From the four parts of the Chinese women in politics were analyzed. The first part of the political participation of women is mai
12、nly defines the meaning. The second part is the history of modern Chinese women fighting for suffrage, and sorting out the current Chinese women Abstract III in politics in China. 14、f political participation Reform and opening up 引 言 1 引 言 人类社会是两性并存、色彩斑斓的，女性与男性虽然存在明显的差异，但从古至今 总是相互依存，缺一不可。女性是人类社会不可分割的一部分，是创造人类文明、推动 社会发展的一支伟大力量，若将其聪明才智奉献于社会，社会的变化将是惊人的，世界 将大为改观。 马克思曾说过： “每个了解点历史的人都知道，没有妇女的酵素就不可能有社会的 变革。社会的进步可以用女性的社会地位来精确衡量。妇女绝不是社会发展的被动体， 恰恰相反，她们是推动社会进步的一支伟大力量。 ” 歌德在浮士德中写到： “永恒 之女性
15、，引导我们放飞。 ”鲁迅先生认为，女性“解放了社会也就解放了自己” 。 从这 些寓意深刻的论述中，我们领悟到了女性在人类发展史上的重要作用，同时也认识到了 一个国家、一个社会什么时候可以彻底地认识女性、平等地对待女性，那么这个国家的 一切都将会朝着真、善、美的方向改变，和谐的乐章就会在这个文明的社会持续奏响。 女性的解放是衡量社会进步的重要标志， 探究女性解放， 不能孤立地看有多少女性就业， 或有多少女性受教育，或法律上有多少保护女性的条文，而必须把政治的、经济的、文 化的、法律的及社会等因素统一起来进行考察。而女性参政是获得自身解放的更高层次 的内容，只有当女性平等地参与政治、进入权力圈子时
16、，才有可能改变自己在社会中的 地位与形象，也才能获得真正的解放。因此，女性享有同男性平等的政治权利，参加国 家和社会事务的管理，是女性获得解放的重要标志。目前，女性参政议政，已成为国际 社会发展进程中的重要内容，日益受到国际社会的广泛重视，没有女性的平等参政，就 无法实现社会的公正、和谐与发展的目标。基于这样的认识，女性参政问题就不仅仅是 妇女层面的问题，而是一个社会问题。 回顾历史，从 1865 年英国女性第一次提出妇女选举权，1869 年美国女性 提出“女 性参政”的口号到现在，女性已为改变自己的社会、政治地位奋斗了一个多世纪。但时 至今日，总体来看，女性“受歧视” 、 “受偏见”的社会、政治地位和“弱者”的形象并 没有得到彻底地改变。因此，尽管女性参政研究有着悠久的历史，但仍是一个不容忽视 的议题。 新中国的诞生， 为我国女性参政创造了优越条件， 在政治上获得了独立的人格，
