1、沈阳理工大学 硕士学位论文 辽宁省承接跨国公司服务外包的对策研究 姓名：陈雪 申请学位级别：硕士 专业：企业管理 指导教师：徐春祥 20090301 沈阳理工大学硕士学位论文 摘 要 随着经济全球化和信息化的发展，跨国公司的经营和竞争环境发生了巨大的变化， 服务外包成为跨国公司提高核心竞争力的战略选择，推动了全球新一轮的产业转移，也 为发展中国家承接服务外包，促进经济发展提供了机遇。本文先以经济全球化和新一轮 产业转移为背景提出问题， 在收集与整理数据资料的过程中对服务外包的基础知识和理 论依据进行概括总结；接着对跨国公司服务外包的动因进行分析，为承接方制定承接对 策提供参考。 当前跨国公司服
2、务外包趋势越来越明显， 辽宁省进一步承接服务外包业务的空间和 优势日趋明显，面对跨国公司服务外包这一热潮，辽宁省这一相对较小的个体该如何应 对，如何抓住机遇从中受益，本文试图给出解答。首先，全面归纳辽宁省承接跨国公司 服务外包的现状及优势。由于辽宁省服务外包产业的发展“重点”突出，重点企业和重 点城市的发展占据主导地位，所以了解辽宁省服务外包的发展现状可以举例说明，本文 选取东软集团和大连市为代表。 通过详细的数据和资料对东软集团和大连市发展服务外 包的情况和条件、优势等情况加以总结和分析，来了解辽宁省承接跨国公司服务外包的 现状和优势。然后，分析辽宁省在承接跨国公司服务外包过程中存在的不利因
3、素。从自 身不利因素劣势和外部不利因素威胁两方面论述。最后，得出对策建议。本文 从政府和接包企业两个层面，根据辽宁省的承接现状，并结合其承接外包业务的有利和 不利因素，提出了相应的对策建议。 本文通过分析得出，技术含量低的对日外包并不是辽宁省的终极目标，辽宁省应在 继续保持对日外包的优势的同时积极开拓欧美市场，提高业务层次，通过政府和企业的 双向努力，将辽宁省打造成服务外包领域的一张名牌。 关键词：服务外包；跨国公司；信息技术外包；业务流程外包 沈阳理工大学硕士学位论文 Abstract With the development of economic globalization and in
4、formationization, the business and competition environment of Transnational Corporations(TCNs) changes greatly. To increase core competitiveness, service outsourcing has become the strategic choice of TCNs, which promotes the worldwide new industrial transfer and offers opportunities for the develop
5、ing countries to undertake outsourcing. At the beginning, the thesis gives the definition of service outsourcing taking economic globalization and the new industrial transfer as the background, and summarizes the rudiments and theoretical bases about service outsourcing during the process of data-co
6、llating. Then, the thesis analyzes the reasons and motives of TCNs service outsourcing, which provides reference for the outsourcing-undertaking one to make countermeasures. With the trend of TCNs outsourcing their service businesses more and more obvious, there is greater room and advantage for Lia
7、oning province to undertake businesses of service outsourcing. As a relatively small unit, how should Liaoning province react to and benefit from service outsourcing? The thesis tries to give some suggestions. First of all, the thesis sums up the current situation and advantages of Liaoning province
8、 in terms of undertaking service outsourcing. In the development of service outsourcing, Liaoning province concentrates on key cities and corporations which occupy a leading position in this area, so we can take Neusoft Group and Dalian as the representations to illustrate the current situation and
9、advantages of Liaoning province by detailed figures and material. After that, the thesis analyzes the adverse factors in the process of Liaonings undertaking service outsourcing from two aspects, that is, internal weaknesses and external threats. Finally, the thesis arrives at suggestions from stand

It comes to conclusion that the ultimate goal of Liaonings undertaking serve outsourcing is not only in the Japanese market which has the nature of low technique. Liaoning province should exploit the Europe and A

14、降低成本和改进服务的压力，企业单靠自己的内部资源己难以 应付，被迫向外部寻找各种可以利用的资源，越来越倾向于把自身的非核心业务外包1 出去。并且，随着全球化的加速发展和全球产业结构调整的深化，国际生产分工体系日 益完善，单纯的制造业外包已经不能满足跨国公司的发展。于是，服务外包(Service Outsourcing)就成为了跨国公司（Transnational Corporation , TCNs）提高核心竞争力的战 略选择。 目前，跨国公司服务外包已成为经济全球化不断深化过程中最为引人注目的现象， 其发展速度异常迅猛，并推动了全球新一轮的产业转移。 2004 年 9 月 22 日联合国贸
15、发会议发表了2004 年度世界投资报告，提出当前世界投资的主要趋势转向服务业， 其中专门就有一章分析了服务业外包的发展，称“虽然服务离岸外移尚处于襁褓期，但 可能很快即接近它的转折点。离岸外移代表着全球生产活动转移的新浪潮，它开辟了新 的服务生产国际分工的前景”。服务外包日渐成为当今世界经济不可忽视的发展趋势， 这种趋势对中国意味着极好的发展机遇， 能否抓住这个机遇且在新一轮的国际分工中占 据有利的位置，对于中国经济未来的发展至关重要，因而研究及利用国际服务业外包， 促进中国的服务业外包成为当前我们面临的一个重要而紧迫的任务。 辽宁省在发展服务外包产业方面一直都在努力，并取得了不错的成绩。而沈
