2、低等问题，绩效评价的理念和技术方法的落后正是其中的一个重要原因。能否公正合 理地评价煤炭上市公司经营绩效，分析企业在整个煤炭行业中的地位，正确衡量企业的 投入产出效率对经营者及企业各利益相关者而言至关重要。 本文回顾了国内外企业绩效评价研究的现状， 介绍了绩效评价的相关概念及相关理 论。通过分析煤炭行业及煤炭上市公司经营特点，找出煤炭上市公司经营绩效评价存在 的问题。在对煤炭企业经营绩效评价问题分析的基础上，通过理论及定性分析研究设计 煤炭上市公司经营绩效评价体系及模型。在整体设计框架下，对20家煤炭上市公司经营 绩效进行横向分析，得出2010年上半年煤炭上市公司整体效率较优，同时列出了各煤炭
3、 上市公司纯技术效率及规模效率水平，给出非DEA有效的上市公司的改进方案；通过 Malmquist指数计算2007-2009年间20家上市公司全要素生产率、技术进步指数、效率变 化等指数，纵向分析了2007-2009年间各煤炭上市公司的发展状况及发展优势面；同时 分析了作为煤炭上市公司经营保证的煤炭上市公司安全经营状况及人力资源投入与煤 炭产量间的规模效益关系。最后，结合以上分析结果，从成本控制、合理规模、技术进 步三个方面概况出提高煤炭上市公司经营绩效的政策建议及具体措施。 关 键 词：煤炭上市公司；经营绩效；评价；DEA 分析 研究类型：应用研究 Subject ：Research on

13、on DEA Analysis Thesis : Application Study 1 绪论 1 1 绪论 1.1 研究背景及意义 1.1.1 研究背景 煤炭作为一次性能源，在我国能源体系中占有主体地位。我国煤炭的储量丰富，品 种齐全，探明可采储量占世界储量的 11.6%，居世界第三位。山西、陕北内蒙古西部 地区、新疆北部和川、黔、滇交界地区等地方均蕴含着丰富的煤炭资源。我国是产煤大 国，也是煤炭消费的大国。建国以来，煤炭在全国一次性能源生产和消费中的比例长期 占 70%以上。煤炭除了可做燃料和冶金工业的重要原料外，还可以转化为生产化肥、塑 料、合成橡胶、合成纤维和医药等多种重要化工原料，所
14、以煤炭在我国的经济发展中起 着极其重要的作用，煤炭行业已经成为国民经济高速发展的重要基础。 一直以来，我国煤炭企业的经营绩效面临着成本核算体系落后，现行煤炭价格未能 真正反映煤炭完全成本； 煤炭回采率低， 资源浪费严重等问题。 中国社科院发布的 “2007 中国能源蓝皮书”指出，目前中国煤矿平均资源回收率为 30%，不足世界先进水平的一 半。采煤方法落后是造成煤炭回采率低下的原因之一，另一个重要原因是占全国煤炭产 量 30%以上的乡镇煤矿回采率平均只有 10%15%，资源浪费非常严重。面对我国煤炭 企业面临的经营绩效问题， 2007 年 11 月 29 日经国务院批准， 国家发展和改革委员会对
15、 外发布了煤炭产业政策 ，推行煤炭资源有偿化改革，鼓励以现有大型煤炭企业为核 心，通过强强联合和兼并、重组中小型煤矿，进行资源整合。2009 年 8 月 20 日，我国 的产煤大省山西省 70%以上的小型煤矿已签署兼并重组协议。随着煤炭政策的倾斜，煤 炭大企业日渐增多， 如何使重组后的煤炭企业以及其他的国家大型煤矿最大限度的降低 成本，提高生产效率，减少资源浪费也同时成为我们需要迫切解决的问题。煤炭企业经 营绩效评价是对企业特定经营期间的盈利能力、资产质量、债务风险、经营增长以及管 理状况等进行综合评判。煤炭企业经营业绩正是企业财务业绩、管理业绩等各方面因素 的综合反映。煤炭企业经营绩效的好与坏，从根本上决定了整个市场资源配置的合理性 及有序竞争性；直接影响着我国国民经济的发展水平和经济发展的方向；直接关系到我 国社会建设的步伐。因而，如何正确、公正、公允地对煤炭企业的经营绩效进行评价目 前己成为研究领域的一个主要课题。 西安科技大学硕士学位论文 2 1.1.2 研究意义 客观真实地评价企业经营绩效对管理者、债权人、证券分析人士乃至政府部门都具 有极其重要的作用。本文结合煤炭企业的特性，探讨煤炭企业经营绩效评价思路，具有 一定的现实意义，具体表现在以下几个方面： (1) 煤炭企业经营绩效评价是对
