5、用以满足公民生 存、生活、发展的某种直接需求，使其受益或享受。 本文基于有关研究成果并借鉴实际经验，结合河南邮政制度背景和市场环境， 运用供应链管理、物流管理理论和前沿信息技术（IT 服务） ，采用实证研究方法，对 河南邮政建设社会综合服务平台进行了较系统的研究。首先，本文论述了我国邮政 社会综合服务平台的基本理论问题，包括新公共服务理论、社会服务的概念、邮政 社会综合服务的内涵等内容；其次，通过对河南邮政建设社会综合服务平台的需求 分析和 SWOT 分析，提出了重点要加强对基础设施、加盟网点、投递网、信息化平 台四个核心方面的建设；再次，对河南邮政社会综合服务平台的四个核心方面的建 设提出了
6、建设思路、对策及建议；最后，通过河南邮政针对农村市场服务平台建设 为应用实例，说明了河南邮政在建设社会综合服务平台方面取得了一定的实际效果， 为以后的平台建设提供了现实依据。通过对这些内容的研究，提出了构建河南邮政 社会综合服务平台理论框架的初步设想；同时也梳理了河南邮政所面临的形势与机 遇，以河南邮政建设社会综合服务平台来转变邮政发展模式而提出了具有一定理论 参考价值的对策和建议。 关键词关键词：邮政 社会服务平台 物流 民生 华华 中中 科科 技技 大大 学学 硕硕 士士 学学 位位 论论 文文 II Abstract By researching the new public servi
7、ce and the study relevant to postal integrated service platform, this paper primarily states the concept of Social Integrated Services in Postal area. It uses postal networks and sources, cooperates with partners, in order to supply services which exclude the traditional postal service in the societ
8、y. According to integrating the postal advance, (eg. funds, information, logistics, etc.) it turns post business into the infrastructure of social services, which provide higher service quality and enhance competitive strength. In the meantime, the platform provides alternative choices for clients,
9、in order to satisfy their needs and share the benefits. Based on the previous relevant study and practical experiences, this paper systematically researches how to construct a social integrated service platform for Henan Post Office. The research refers local marketing environment and institution ba
10、ckground. It also emphases supply chain management, logistics management and information system services in the research. First of all, the basic theory of Social Integrated Service Platform in Chinese postal area is going to be introduced. It includes new public service theory, the definition of so
11、cial service, and Postal Social Integrated Services. Secondly, by using demand analysis and SWOT analysis of Henan Postal Social Integrated Services, 4 core aspects are cleared, consists of fundamental infrastructure, postal networks, delivery networks, and informationization platform. Furthermore,
12、to aim at the four core aspects, this study specifies the construction blueprint and advices. Finally, according to a practical instance, which states Henan Post Office constructed a service platform for rural area; it proves Henan Post Office has already achieved actual results to some certain exte
13、nt, which supports the ongoing platform construction. Through detailed research, the fundamental framework of Henan Postal Social Integrated Service Platform is going to be introduced. In the meanwhile, the situation and opportunities of Henan Post Office are also clarified. In terms of changing the
14、 way of postal development in Henan province, the Postal Social Integrated Service Platform is able to provide evaluation proof and advices.
