1、安徽大学 硕士学位论文 安徽省农产品加工业竞争力研究 姓名：朱丽娟 申请学位级别：硕士 专业：西方经济学 指导教师：蒋长流 2010-05 III 摘 要 农产品加工业关联着农业、工业和流通业，是推进农业产业化、发展农村 工业化的有机结合点，对调整农业结构、增加农民收入、促进农村经济发展具有 十分重要的作用。安徽省是农业大省，在 1 2类农产品加工业中都占有原料产地 的优势以及人力优势。目前，安徽省农产品加工业已经具备了一定的规模，形成 了部分优势产业和产品，一些产品在国内外市场上有较强的竞争力。但同发达省 份或中部其他省份相比， 安徽的农产品加工业在整体水平、 规模总量、 生产效率、 技术水
2、平、竞争能力等方面还存在一定差距。如何找出这些差距，客观的展示安 徽省农产品加工业的竞争力水平，这是本文关注的焦点。 对安徽省农产品加工业的竞争力进行分析研究可以对安徽省农产品加工业 的状况有一个大概的了解， 同时可以找出对安徽省农产品加工业的竞争力影响比 较大的一些因素。然而，对安徽省农产品加工业竞争力进行分析和评价，就必须 建立一套相关的评价指标体系。 目前， 虽然有许多学者都提出了自己的评价体系， 但是这些评价体系并没有一个统一的标准，因此本文以产业竞争力理论为依据， 以安徽省农产品加工业竞争力相对于全国水平为参照基点， 根据安徽省农产品加 工业的现实情况以及数据的获取，筛选了 1 3个
3、指标组成了一个指标集，以期从 市场绩效、产出效益、资本规模、盈利能力、技术水平等方面去体现去反映安徽 省农产品加工业的竞争力。这些指标都是经过标准化的，是安徽相对于全国的水 平。然后，用这些指标构建安徽省农产品加工业竞争力评价模型，利用因子分析 对安徽省 1 2个农产品加工行业进行综合评分。研究结果表明: 安徽省农产品加 工业竞争力整体实力在全国的竞争力比较一般，在中部省份中处于居中地位。通 过因子分析得出的竞争力排序都与安徽省省的经济情况大体相符。最后，根据评 价结果提出提升安徽省农产品加工业竞争力的对策建议。 关键词: 农产品加工业；竞争力；评价 IV ABSTRACT Agricultu

5、 income and promoting rural economic development. Anhui, as one of the major agricultural provinces, possesses rich natural and human resources for the processing of agricultural products. At present, agricultural products processing industry in Anhui Province already has a certain scale, and has fo
6、rmed some dominant industries and products. These dominant industries and products have with strong competitiveness in the domestic and overseas markets. However, compared with other developed provinces there is still a gap in the overall level of the total scale, productivity, technological level,
7、competitiveness of the agricultural product processing industry of Anhui. How to identify these gaps? How to display the competitiveness of agricultural products processing industry? They are the focus of this article There are two purposes of analyzing the agricultural products processing industry
8、of Anhui Province. The first one is that it can make us get a clear view of the situation of Anhui province s agricultural products processing industry, the other one is that some factors which influent the competitiveness of agricultural products can be found in the process of analyzing. Meanwhile,
9、 we must establish a correlation of the index system in order to evaluate the competitiveness of Anhui agricultural product processing industry. Although many scholars have put forward their own evaluation rules, there is not a single and commonly accepted standard evaluation rule. In this paper, ba
10、sed on the industry competition theory and according to the realities of agricultural product processing industry of Anhui Province, the author selects 13 indicators to form a evaluating system in order to evaluate the competitiveness of Anhui agricultural product processing industry from market per
11、formance, output efficiency, capitalization, profitability and technical capabilities. These indicators are standardized through the Anhui relative to the national level. The results show that the competitiveness of Anhui s agricultural products processing industry is not very strong in the overall
12、country, but can be strong among the six provinces of central China. Finally, the author gives some suggestions on how to improve Anhui province s competitiveness of agricultural products processing industry based on the V data analyzing. 13、iveness; Evaluating II 第一章 导论 1 第一章 导论 第一节 研究背景和意义 一、研究背景 “十一五”时期，是推进社会主义新农村建设，统筹城乡与社会协调发展， 加快构建社会主义和谐社会的重要阶段。 发展农产品加工业是建设现代农业的重 要内容，对于落实中央提出的推进社会主义新农村建设的战略部署，解放和发展 农村生产力，促进农村生产发展和农民生活富裕具有重要意义。根据“十一五” 规划的有关要求，从我国农业、农村经济和社会发展的实际出发，按照农产品加 工业发展的特点和规律，2 0 0 6 年 1 2 月，国家出台了农产品加工业“十一五” 发展规划, 希望在“十一五”期间，农产
14、品加工业发展紧紧抓住农产品加工增 值的关键环节，在结构调整和产业不断升级、质量和效益明显提高、显著降低加 工能耗的前提下，力争实现年均增长 1 2 % 的发展速度，2 0 1 0 年农产品加工业产值 突破 7 万亿元。安徽省农业资源丰富，省政府拟把农产品加工业作为新型工业化 与农业产业化的有机结合点，作为工业反哺农业的最佳切入点，走原料生产规模 化、初级加工区域化、精深加工集约化、工农联合一体化的道路，于 2 0 0 8年 6 月推出了安徽省农产品加工业发展实施方案 ，简称 4 4 3战略，即发展 4大重 点（一是发展以粮油、肉禽水产品和乳制品为主的食品工业；二是发展以果蔬、 茶叶、中药材、林
15、特产品为主的特色产品加工业；三是改造提升以纺织、酿酒、 烟草、造纸为主的传统轻纺工业；四是加快培育以生物质能源、生物质化工为主 的生物质产业） ；加快建设皖北、省会经济圈、沿江和皖南 4大农产品加工密集 区；到 2 0 1 2 年，收入力争突破 3 0 0 0 亿元。所有这些都为加快农产品加工业的发 展进一步指明了方向，并为农产品加工业的发展提供了良好宽松的政策环境。 经过三十多年的改革开放，安徽省的农产品加工业有了很大的发展，但不可 否认的是， 它在自身不断进步的过程中与发达地区、 发达省份的差距还是存在的。 目前，基于良好的政策导向，安徽省如何抓住机会走原料生产规模化、初级加工 区域化、精
16、深加工集约化、工农联合一体化的道路，如何形成皖北、省会经济圈、 沿江和皖南4 大农产品加工密集区， 如何做到2 0 1 2 年农产品加工业收入突破3 0 0 0 安徽省农产品加工业竞争力研究 2 亿元？这就要求对安徽省农产品加工业的现状做一个深刻地了解， 并在了解的基 础上分析出安徽省农产品加工业的竞争力，进而有针对的提出建议，促进安徽省 农产品加工业的发展和其整体实力的提升，进而拉动安徽经济的发展。 二、选题的意义和目的 研究安徽省农产品加工业竞争力的意义主要基于以下几点： （一）可以在一定程度上填补省内学术界对农产品加工业竞争力研究的空 白 目前，国外学者对农产品加工业竞争力的研究主要集中在理论基础的层面， 主要从公司战略、产业聚集、委托- 代理等方面去着手分析农产品加工业的竞争 力。国内学者对农产品加工业的研究很多，主要集中在现
