3、 年 月 日 日期： 年 月 日 I 摘 要 可持续发展观是人们基于对工业革命以来形成的发展模式进行深刻反思后 所形成的一种新发展观。建设可持续发展实验区符合中国可持续发展的内在需 求，有利于可持续发展经验的探索并与国际可持续发展趋势完全吻合。本文以云 南省的一个省级可持续发展实验区文山市作为研究对象， 在深入分析实验区 现状的基础上，认为实验区的建设可以使当地经济发展、社会进步、资源利用和 环境保护得到不同程度的提高， 可以为其它地区实施可持续发展提供好的经验和 示范。当然，实验区在建设发展过程中也还存在一些问题，主要表现在建设发展 方式尚未根本转变、一二三产业发展动力不足等方面。由于我国的
4、可持续发展实 验区目前尚缺乏一套较为科学完善的发展综合评价体系， 管理者暂时无法对实验 区发展进行全面有效的评价和监管，加之没有科学合理的机制来引导，实验区大 多处于自由发展的游离状态，因此建立实验区的发展动力机制就显得非常的重 要。省级可持续发展实验区的建设，一定要结合区域特色，通过建立政府主导的 联动工作机制、各方共建的公众参与机制、专家支撑的科技创新机制和科学完善 的监督保障机制，为今后实验区的发展提供更好的指导，为今后一段时期管理者 对实验区实施管理提供行之有效的对策和建议。 本文共分 5 部分：第 1 部分主要介绍了论文的写作背景和研究意义，明确了 研究的内容及方法，阐述了国内外研究
5、动态及发展趋势。第 2 部分主要介绍了可 持续发展实验区的基本理论。一是介绍了可持续发展实验区概况，包括实验区演 变过程和阶段，实验区建设的布局和分类；二是介绍了可持续发展实验区建设的 理论基础，如可持续发展理论、循环经济理论、低碳经济理论和清洁生产理论。 第 3 部分深入分析了文山市可持续发展实验区的现状， 包括实验区取得的成绩和 存在的问题。第 4 部分总结归纳了国内外可持续发展实践经验。第 5 部分提出要 结合区域特色，建立政府主导的联动工作机制、各方共建的公众参与机制、专家 支撑的科技创新机制和科学完善的监督保障机制。 关键词：关键词：可持续发展实验区；文山市；机制建设 IV ABST
6、RACT The concept of sustainable development is a new mode of development formed from the deep reflections on the traditional development mode since the industrial revolution.The establishment of a sustainable development experimental zone is both in line with Chinas sustainable development intrinsic
7、 demand, and conducive to the sustainable development experience of exploration. In addition, it is also a perfect adaptation to the international trend of sustainable development.Taking Wenshan municipality of Yunnan Province as a case study of sustainable development experimental zone at a provinc
8、ial level, and on the basis of an in-depth analysis of the current situation in the experimental zones, the author of the paper proposes that the establishment of such an experimental zone can make help promote the local economic development and social progress, make full use of resources, and prote
9、ct environment to varying degrees. In addition, such a zone can aslo provide experience and demonstration for other regions. At the same time, the author also admits that there are still some problems to be solved in the developmental process of the experimental zone. The main problem is the lack of
10、 thorough changes in the manner of establishment and development process, and the lack of a motive mechanism from the comprehensive development of industry, agricluture and services in the region. Due to the lack of a set of scientific and comprehensive evaluation system for management of experiment
11、al zone in China, there is no way at present for admnistrators to take comprehensive and effective evaluations and supervisions of the sustainable development experimental zones.In addition, due to the lack of a scientific and reasonable guiding mechanism, many such experimental zones are actually i
12、n the state of free development. For this reason, it can be seen that there is an urgent importance to develop a motive mechanism for the experimental zones. The establishment of sustainable development experimental zone at a provincial level must be based on the integration of local characteristics
13、, a linkage working mechanism with governmental guidance as the dominant role, public involvement, the scientific and technological innovation emchanism support of experts, and the scientific supervision and safeguard mechanism. Such a mechanism will not only provide better guidance for the healthy
14、development of experimental zones, but also provide effective countermeasures and constructive suggestions for administrators in V the future development of experimentation. This paper is divided into 5 parts: the first part mainly introduces the background and significance of the research, the rese
15、arch topic and method, and a review of domestic and foreign research findings and development trends. The second part mainly introduces the basic theory of sustainable development of experimental zones. On the one hand, it presents an overview of sustainable development experimental zones, including the evolution processes and stages,distribution and classification of experimental zones.
