1、南京财经大学 硕士学位论文 FDI与江苏省产业升级研究 姓名：夏非 申请学位级别：硕士 专业：产业经济学 指导教师：汪素芹 2009-01-04 南京财经大学硕士学位论文 I 摘 要 江苏省引进外资一直处于全国领先地位，尤其在中国加入 WTO 之后江苏省 利用外资的势头有增无减，极大的促进了江苏省经济的发展。实践证明，在开放 的条件下，FDI 是影响一国或者地区产业升级的重要力量。利用 FDI 是江苏省的 重要经济战略，江苏省可以利用外资先进的技术和先进的管理模式，促进江苏省 产业的升级, 实现江苏省经济的快速发展。 本文从外国直接投资的现状及其对江苏省经济发展的贡献着手， 阐述国内外 FDI
2、理论的发展和所取得的成果， 在对国内外学者FDI与产业升级研究的基础上， 以江苏省产业升级为研究对象，结合江苏省自身的特点，系统分析 FDI 与江苏 省产业升级之间的关系。文章采用逻辑演绎与实证分析相结合的研究方法，首先 通过分布滞后模型检验 FDI 对江苏省三次产业之间变动的关联程度；在此基础 上建立灰色度模型分析 FDI 与江苏省具体产业之间的联系并通过对三次产业的 进一步细化，分析 FDI 与江苏省各个产业之间发展的关系；最后利用 C- D 函数 对 FDI 的技术溢出效应与江苏省产业升级的关系进行计量检验，进一步分析江 苏省引进 FDI 与产业升级之间的关系。 通过研究，本文认为：江苏
3、省吸引 FDI 规模逐年增长的同时，也存在诸多 问题，例如：区域和产业布局不合理、来源地和进入方式单一；FDI 对国内投资 产生挤出效应，抑制了国内资本对经济增长的推动作用；由于制度性因素、政策 因素、市场因素等，江苏省各级地方政府重复引进 FDI 的现象明显，造成了资 源的浪费； FDI 企业凭借其优越的管理经验和工作环境吸引了大量的专业技术人 才，导致了江苏省本地企业在人才竞争方面处于弱势等等。因此这就要求江苏省 在加强引资政策的导向、积极调控 FDI 的适度规模方面加大力度，充分利用 FDI 的积极影响促进江苏省产业升级快速前进，加速江苏省经济的健康发展。 关键词：FDI；C- D 函数

This article begins from foreign direct investments present situation and to Jiangsu Province economic developments contribution, to elaborate the domestic and foreign FDI theorys development and obtains the achie
7、vement, to domestic and foreign scholar FDI and in the industrial upgrading researchs foundation, take Jiangsu Province industrial upgrading as the object of study, unifies Jiangsu Province own characteristic, system analysis FDI and between Jiangsu Province industrial upgrading relations. Through the research, this article thought: Jiangsu Province attracts at the same time which FDI the scale grows year by year, also has many problems, for instance: The region and the industrial layout is
11、 unreasonable, source and mode of entry sole and so on; FDI squeezes out the effect influence to the domestic investment, has suppressed the domestic capital to the economic growth promotion effect; As a result of the institutional factor, the policy factor, the market factor and so on, Jiangsu Prov

16、，FDI 无论从绝对数还是作为相对的宏观经 济指标而言，都反映了生产的全球化程度日益加剧的趋势。中国自从改革开放以 来，为了促进经济发展，以优惠的外资政策、巨大的市场潜力以及不断改善的投 资环境，吸引了大量的外国投资，其中 FDI 在外资中的比例截止到 2007 年，已 经高达 93.38，成为我国引进外资的主要形式。 我国加入 WTO 之后，外国直接投资规模不断的扩大，外国直接投资涉及的 行业和领域也越来越广泛，对促进国内产业升级的作用日益显现。一般来说源于 结构演变的产业升级蕴含两层涵义：一是根据库兹涅茨的统计分析结果，指的是 在发达国家的经济增长过程中，各个产业部门所表现出来的相类似的变动趋势， 即第一产业（农业部门）的份额大幅下降，第二产业（工业部门）的比重显著上 升，第三产业（服务业部门）逐渐发展；
