4、（保密的学位论文在解密后适用本授权书） 学位论文作者签名：指导教师签名： 日期：日期： I 摘 要 循环经济是一种以资源的高效和循环利用为核心，以“减量化、再利用、资源化” 为原则，以“低消耗、低排放、高效益”为特征的“资源产品再生资源”的经 济可持续发展模式。发展循环经济是建设生态文明的重要手段，是实现经济社会可持续 发展的根本途径。海南虽然自然条件优越、生物资源丰富，但工业发展水平低，很多工 业资源匮乏，对外依赖程度强，循环经济对海南省这样一个既需要经济增长又缺乏资源 的岛屿型省份尤为重要。当前，海南正在朝 “全国生态文明示范区”的目标迈进，发 展循环经济对海南来说显得尤为重要。 循环经济
5、在世界范围内引起了广泛重视，日本的循环型社会建设、德国的废弃物经 济产业成为世界循环经济发展的典范。国内的天津、贵阳也在发展循环经济方面走在了 全国前列。国内外发展循环经济的成功经验给海南很大启示，海南应该立足海南省情、 以加强循环经济立法为突破口，积极探索循环经济发展的新模式。 海南自然条件优越，有多年生态省建设打下的良好基础，工业布局合理，拥有特区 立法权，具有发展循环经济的独特优势，但思想观念滞后、技术水平落后、人才缺乏等 不利于海南循环经济的发展。经过多年努力，海南在政策法规制定、基础设施建设、重 点领域建设等方面的循环经济发展取得了很大成就， 建设有海口现代生态循环农业示范 区、昌江
6、循环经济工业区、亚龙湾热带森林旅游区等代表我省各领域发展循环经济的典 范，但也存在循环经济规划不合理、企业发展循环经济动力不足、公众参与程度低等方 面的不足。 发展循环经济是海南实现“全国生态文明示范区”的重要手段，海南要充分认识发 展循环经济的重要性，但也不能不顾海南实际全面、整体地推进循环经济，而应该将有 限的人力物力重点发展工业循环经济，同时兼顾农业、旅游业循环经济发展，并从强化 组织领导、完善政策法规、加快科技发展、创新人才机制、加强宣传教育五个方面保障 海南循环经济顺利推进。 关键词：海南；生态文明；循环经济 海南师范大学硕士学位论文 II Abstract Circular eco
7、nomy is a kind of the resources - product - renewable resources model of sustainable economic development, with resource efficiency and recycling for the core, with reduction, reuse, recycle for the principle, and with low consumption, low emission, high efficiency for the characteristic. The develo
8、pment of circular economy is important means for ecological civilization construction and fundamental way to achieve sustainable economic and social development. Although Hainan province has superior natural conditions, rich biological resources, but the industrial development level is low, as to sa
9、y, many industrial resources, external dependence is strong， circular economy is particularly important for Hainan province. Currently in the national ecological civilization demonstration zone of the goal, the development of circular economy is the inevitable choice of Hainan. The circular economy
10、has attracted wide attention in the world。 Japans circuling social construction and Germanys industrialization of waste economy have become the worlds typical model. Domestic Tianjin and Guiyang go in countrywide front row in the development of circular economy. The experience of developing circular
11、 economy at home and abroad givesgreat enlightenment to Hainan. Hainan should base on the condition of Hainan , to strengthen the legislation of circular economy as a breakthrough point, actively explore the new pattern of circular economy development Hainan has unique advantages for circular econom
12、y development, such as excellent naturalconditions,thesolidfoundationlaidformanyyearsecologicalprovince building ,reasonable industrial layout and SAR legislative power, but the idea lag-fall, technical level is backward, lack of talent is not conducive to the development of circular economy in Hain

After years of efforts, Hainan in the policy and statute, infrastructure construction, key domain construction and other aspects of the development of circular economy has made great achievements, construction of Haikou modern ecological circular agricultural demonstration zone, Chanjiang circul
14、ar economy industrial zone, Yalong Bay tropical forest tourism zone on behalf of Hainan circular economy development model, but there are also circular economy planning unreasonable, for enterprises to develop circular economy lack of power, public participation also in the lack. The development of
15、Hainans circular economy is the important step to achieve national ecological demonstration zone, Hainan should fully understand the importance of developing circular economy, but also cannot ignore Hainan actual comprehensive to advance circular economy overall, but should focus limited manpower an
16、d resources on the development of III industrial circular economy, at the same time, circular economy of agriculture and tourism, and from strengthening the organization and leadership, improving policies and regulations, acceleratingdevelopmentofscienceandtechnology,innovatingtalentmechanism, strengthening the publicity and education etc ,these five aspects to guarantee Hainans development of circular economy smoothly.
