1、河北经贸大学 硕士学位论文 河北省钢铁产业竞争力研究 姓名：王莉 申请学位级别：硕士 专业：产业经济学 指导教师：杨欢进 20060501 河北省钢铁产业竞争力研究 内 容 摘 要 河北省钢铁产业是全省支柱产业之一，自 2001 年以来连续四年钢铁产量居于全国 各省、市、自治区首位。钢铁产业的发展，在河北省整个国民经济的快速增长中起到举 足轻重的作用。河北省钢铁产业从规模和产量上看，在全国占有较大的优势，但是从产 品结构、市场集中度和市场占有率的角度分析，河北省钢铁产业并不具有优势。本文通 过对河北省钢铁产业总体分析和研究，提出可行性的政策建议，希望能对河北省钢铁产 业健康发展提供参考，并为振
2、兴河北经济增添一份力量。 河北省钢铁产业竞争力研究分析了河北省钢铁产业基本发展现状， 指出河北省钢铁 产业虽然产量居全国首位，但是其生产规模普遍较小，大型企业少，产品结构趋同，附 加值低，并不具备强劲的竞争力。并按照波特“钻石模型”理论分析影响河北省钢铁产业 竞争力的因素。 通过构建钢铁产业区域竞争力评价指标体系， 运用因子分析法对我国 30 个省、市、自治区、直辖市的钢铁产业竞争力进行因子分析评估，进而分别评价河北省 钢铁产业在全国各省份钢铁产业中规模和经济实力等方面表现出的竞争力水平， 即显性 竞争力； 河北省钢铁产业与省内其他工业产业相比表现出的竞争力水平， 即潜在竞争力。 另外，对河北
3、省钢铁产业国际竞争力进行定性分析，从企业规模和集中度、产品结构、 支持性产业和相关产业、 生产技术水平及创新能力等角度分析出河北省钢铁产业的国际 竞争力并不具备优势，相对落后。据此，总结省内已出台的钢铁政策，如：调整产业布 局、产业结构，促进河北省钢铁产业可持续发展，扩大对外开放，从根本上提升河北省 钢铁产业的区域竞争力和国际竞争力。并提出独创性建议，从创新角度出发， 加大钢铁企业自主创新力度，提高钢铁企业的原始创新、集成创新和研发能力，积极开 发新产品；同时，对钢铁企业实行科学化管理和企业信息化管理，提高河北省钢铁产业 的竞争力。 关键词：钢铁产业竞争力；钢铁产业区域竞争力；显性竞争力；潜在

The development of steel industry plays an important role in the rapi
5、d development of economy in Hebei Province. The research of Hebei steel industrys competitive strength analyzes the present stage of Hebei steel industry and indicates the fact that although the output of Hebei steel industry is number one nationally, the disadvantages as small producing scale, few
6、factories with large scale, similar structure of product, low additional value dont enable Hebei steel industry to have strong competitive strength. It also analyzes the factors exerting influence on Hebei steel industry according to Porters Diamond Pattern. By forming the system of regional competi
7、tive strength index in steel industry and evaluating the competitive strength of 30 provinces, cities and self administrated regions with factor analysis, it evaluates the competitive strength level of steel industry of Hebei Province among steel industries in other provinces regarding the scale, ec
8、onomic power and so on which is called dominant competitive strength. The competitive level of Hebei steel industry compared to those of other industries of Hebei province is called potential competitive strength. It also analyzes the international competitive strength of steel industry in Hebei. Th
9、e analysis of scale, concentration ratio, product pattern, supportive industry and skillful level and creativity of relative industry shows that there are no advantages of the competitive strength for steel industry in Hebei. Based on this, the idea of adjusting the plan and structure of Hebei steel
10、 industry pattern lead to the successful substantial development and enlarge the exportation in order to improve the regional competitive strength and international competitive strength of Hebei Province. 14、 市、自治区首位。作为我国第一钢铁大省的河北省，其钢铁产业也是全省支柱产业之一。 河北省钢铁产业的发展，为国民经济快速增长做出了巨大贡献。因此，河北省钢铁产业竞 争力研究不仅具有重要的理论意义，更有着重要的现实意义。 目前，国内外学者对竞争力的研究基本分为国家、产业、企业和产品四个层次。产业 竞争力是研究各个国家、各个地区产业的竞争优势比较，是基于同一产业在不同地区间比 较的概念。按照竞争范围不同，产业竞争力分为国内区域产业竞争力和国际产业竞争力。 根据产业竞争力的定义，我们同样把钢铁产业竞争力分为两种，即钢铁产业的国内区域竞 争力和钢铁产业国际竞争力。当前，对钢铁产业竞争力研究的成果比较少，
15、基本上集中于 钢铁.产业竞争力理论上的探讨和分析，立足钢铁大省河北省，理论和实证相结合对河北 省钢铁产业竞争力的研究还没有人涉足。另外，我们从区域产业的角度出发研究河北省钢 铁产业国内和国际竞争力，是研究产业竞争力的一个新角度。 河北省钢铁产业竞争力研究的主要难点在于：影响钢铁产业竞争力的因素很多，确 定反映其竞争力的主要评价指标缺乏统一的标准；钢铁产业竞争力指标体系中技术创新 能力和环境保护能力的数据难以获得；国外其他地区钢铁产业的数据难以获得。 河北省钢铁产业竞争力研究从河北省钢铁产业发展现状出发，应用理论比较方法和 SPSS 统计软件因子分析方法对河北省钢铁产业国内区域竞争力和国际竞争力进行分析和 实证研究，来说明河北省钢铁产业在全国乃至世界钢铁界的竞争力水平。并针对河北省钢 铁产业盈利能力低、集中度低、高附加值产品比重小、科技创新不足等问题，从自主创新、 信息化管理等新角度提出政策性建议。希望能对河北省钢铁产业健康发展提供参考，并为 振兴河北经济增添一份力量。 我们研究钢铁产业竞争力不是仅仅为了描述钢铁产业竞争力的结果，而是要探索决定 钢铁产业竞争力的各个因素，以便寻找导致钢铁产业竞争力结果的原因和未来的发展趋 势。 河北经贸大学硕士学位论文 - 2 - 第 1 章 河北省钢铁产业竞争力概述 1.1 钢铁产业竞争力分析 1.1.1 钢铁产业区
