3、以河北沿海城市为“增长极”的 空间结构，从而带动周边腹地经济的全面发展。然而金融是现代经济的血液，根据河北 沿海城市的金融发展现状，制定适合河北省沿海城市经济发展的金融政策，充分发挥金 融支持的作用，是加快打造河北省沿海经济隆起带，促进其经济发展的重要举措。通过 对金融支持促进经济增长的理论总结， 对河北省沿海城市区域金融存在的困境和面临的 机遇的考察，提出了促进河北沿海经济隆起带经济快速、协调发展的有关金融制度和金 融创新等方面的建议。 本文围绕着探求解决河北省沿海城市地区经济发展的现状展开了定性和定量分析， 从而进一步寻找了河北省沿海城市金融发展的制约因素。主要表现在：一是区域政府政 策支
4、持不到位，二是金融机构结构不完善、效率低下，三是金融机构结构层次有限、服 务功能受限。 针对这些制约因素及河北省沿海城市具体情况提出了推进河北省沿海城市 金融支持的策略构想：一、充分发挥政府引导功能；二、改善河北沿海城市金融生态环 境；三、打造河北沿海区域金融中心，带动河北经济全面发展。在整个定量研究过程中， 本文依据著名的麦金农-肖模型及内生增长模型-AK 模型进行分析，结果显示河北省沿 海三市经济发展缺乏一个与之相匹配的金融发展水平，金融市场还处在发展的初级阶 段，银行信贷在促进经济增长中的作用没有得到很好的发挥，进而制约了其经济向深层 次发展。以后应实施金融深化策略来改善当前不同程度上存
5、在的金融抑制。本文还列举 了国内、外地区经济发展中金融支持的一些成功案例，旨在从中寻找出在完善金融系统 内部体质及外部良好的保障系统和政府对欠发达地区采取适度政策倾斜方面， 对河北乃 至我国的金融机构支持区域经济发展的启示。 关键词 河北沿海城市 金融支持 经济增长 Abstract II Abstract Striving to build the Hebei coastal economic uplift zone is the key for Hebei Province to be a developed coastal economic province,the spatial st
6、ructure of growth poleis the crucial factor for the Hebei coastal economic uplift zone,which can boost the economic development of the surrounding. However, finance is the lifeblood of modern economy. According to the current financial development situation of the coastal cities of Hebei, developing
7、 suitable financial policies and financial support is the important initiatives to build Hebei coastal economic uplift zone and promote their economics. According to the theory summary of financial support promoting and economic growth, the investigation on the existing financial difficulties and op
8、portunities in Hebei coastal cities, there are some recommendations of the financial system and financial innovation that can promote the rapid and coordinated development of the Hebei coastal economic uplift zone. This paper launches some qualitative and quantitative analysis in order to seek and o
9、vercome the status quo of the economic development in Hebei coastal cities. Thus, It find the constraints of the financial development in Hebei coastal cities. At first, the lackness of regional government policy support; second, the structure of financial institutions is imperfect and inefficient;
10、third, the limited level of financial institutions and its service function is limited. In the light of these constraints and the specific circumstances of the Hebei coastal cities,this paper puts forward the strategic conception of promoting the financial support to the Hebei coastal cities. The st
11、rategic conception includes: first, giving full play to the government guidance function; second, improving the financial ecological environment of Hebei coastal cities; third, creating Hebei coastal regional financial center, driving the overall development of economics in Hebei. In the process of
12、quantitative research, this paper was based on the famous McKinnon - Shaw model and the endogenous growth model-AK to analyze. The results showed that there was no suitable financial development level to the economic development of Hebei coastal three cities, and the financial markets were still in
13、the early stages of development. The role of bank credit in promoting economic growth did not Abstract III play very well, thus restricting its economic development to the deep-seated level.Then, implementing the financial deepening strategy to improve the current varying degrees of financial repres
14、sion is imminent. This article also lists some successful cases of financial support in the regional economic development at home and abroad. Which was designed to find the inspiration in improving the financial internal system and external good security system, the inspiration in the governments moderate policy tilting to underdeveloped areas and the inspiration to Hebei as well as Chinas financial institutions to support regional economic development.
