3、之一，也是国家实行粮食保护的重点对象， 小麦价格的变动也一直是国家制定相关管制政策时考虑的重点。多年来，小麦 价格经历了起起伏伏的波动，这也成为了粮农最为关切的问题之一，那么探究 小麦价格变动背后的动因则成为了焦点。本文主要是从政府管制出发来解释小 麦价格的变动情况，以此来把握小麦价格变化的走向及特点。 本文首先对于政府管制的概念及相关理论做了阐述，并对政府管制做出了 较为综合的定义，系统地回顾了政府管制的相关内容。 其次，回顾了近 21 年来我国小麦价格变动的情况，并列出了我国政府在小 麦价格管制方面的一些政策与实践。 接着通过对 19902010 年我国小麦年产量、年进口量及年均价格进行实
4、证 分析，得出了政府管制和小麦价格变动的关系，较好地解释了一些年份小麦价 格变动的情况，并得出了政府管制虽然可以在小范围内影响小麦价格，但是长 期内其影响力还是有限的。 然后分析了中国小麦价格政府管制的效果及存在的一些问题。最后总结了 本文研究的结果并给出了一些政策建议：如政府应该在充分遵循市场规律的条 件下实施政府管制，这样才可以保证政府管制的预期效果；政府必须提高政府 管制的效率，通过有效的办法来缩短管制政策从构想到实施的时间间隔等等。 当然我国在这些方面已经有了一定的成绩，但仍希望可以进一步改变传统的政 府管制手段来达到有效地稳定小麦价格、保证农民收入、维持小麦市场健康运 转的目标。 关

Over the years, the price of wheat has gone through t
6、he undulation of ups and downs, which has become one of the most important problem concerned by the farmers. Then explore the reasons behind the changes in the price of wheat has become the focus. So, this paper explains from the point of the government regulation to grasp the trend and characterist
7、ics of the changes in the price of wheat. Firstly, the article describes the concepts and theories of government regulation and make a more comprehensive definition of the government regulation to review it systematicly. Secondly, it reviews the changes in the price of wheat in China in the past 21
8、years, and lists some policies and practice of our government in controlling the wheat price. Next, it gets the relationship between government regulation and changes in the price of wheat by the empirical analysis of annual production of wheat in China, the annual import volume and the average annu
9、al price from 1990 to 2010. It can explain the wheat price changes of some years well, and conclude that government regulation can affect the price of wheat to some degrees while its influence is limited in the long term. Then it analyzes the effects and a number of problems of government regulation
10、 of the price of wheat and finally summarizes the results of this study and givessomepolicyrecommendations:forexample,thegovernmentshouldbe implemented the government regulation in full compliance with the laws of the market conditions,so that it can guarantee that the expected effect of government
