1、高校国有资产分配机制的实证研究以二级院系办公用房为例西安建筑科技大学硕士论文 高校国有资产分配机制的实证研究 以二级院系办公用房为例 专 业：技术经济及管理 硕 士 生：毕 玥 指导教师：王建斌 高工 摘 要 高校国有资产管理是我国行政事业单位国有资产管理中的重要组成部分，其管理质量很大程度上决定着行政事业单位总体质量的水平。自市场经济的快速发展以来，高校国有资产出现较大幅度的增长，与此同时，高校国有资产分配管理也暴露出种种问题。 基于此目的，本文以高校国有资产管理活动为研究对象，通过对相关的管理理论以及研究方法的分析，构建了我国高校国有资产分配评价指标体系。在文献研究的基础上，对高校国有资产
2、管理的现状、问题、评价体系、管理机制以及对策进行了广泛深入的实证分析与研究。本文的主要工作有以下五个部分： （1）通过研究相关文献的成果，确定本文的研究方法。 （2）利用系统工程的方法对调查数据进行分析和整合，并梳理了我国高校国有资产管理的现状及问题，为分析和评价高校固定资产分配体系和建立高效的管理机制提供了理论基础和研究思路。 （3）确定了我国高校固定资产分配的关键影响因素，探索并建立了相应的评价框架。本文在国内外文献研究的基础上，运用Delphi专家法和AHP层次分析法，筛选和提炼出高校固定资产分配管理的评价要素及指标权重，构建了符合我国高校固定资产管理现状的评价指标体系，为高校国有资产管
3、理工作提供了参考。 （4）分析了高校国有资产管理工作中可能存在的风险及防范措施，并提出完善高校国有资产管理的一些对策，包括高效合理的配置高校资源，减少国有资产的闲置及流失，完善资源和信息的共享，重视和加强基础工作及审计监督等建议，为高校国有资产管理工作提供有益的参考。 （5）以J大学二级院系公用房为研究对象，对公用房进行了归类，给出了公 西安建筑科技大学硕士论文 用房分配总额核算办法及各类公用房的定额面积核算办法，最后分析了高校公用房建设和利用需要考虑的要素。为公用房管理实行“定额分配，差额补偿”的分配管理提供了一定的依据和参考。 关键词：高校国有资产；固定资产；层次分析法；公用房；分配定额
