11、aining第一章 总论1.1 项目单位基本情况项目建设单位内蒙古富川养殖科技股份有限公司是内蒙古富川饲料科技股份有限公司下属的全资子公司，公司成立于2010年，注册资金2000万元。是一家专业从事农牧业投资、肉羊繁育及胚胎移植技术推广应用和畜禽饲料研究、开发、生产、销售、养殖技术传播为一体的综合型高科技民营企业。公司拟于2011年在巴彦淖尔市临河区乌兰图克镇新民村五社南沙滩的沉积沙丘上，建立一座占地816亩的现代化设施畜牧业养殖基地，繁殖基础母羊存栏数125000只，年出栏巴美父系标准化育肥羊50万只。实现了同期发情、四季出栏、统一标准、优质优价的目标。内蒙古富川饲料科技股份有限公司的母公司
12、内蒙古富川饲料科技股份有限公司创建于1999年, 是一家集畜禽饲料研究、开发、生产、销售、养殖技术传播为一体的产、学、研综合型高科技民营企业，公司注册资本2000万元。下设巴彦淖尔市富川畜牧兽医实用技术研究所和内蒙古富川养殖科技股份有限公司两家全资子公司。公司是内蒙古最大的饲料生产企业之一，全国最大的羊饲料专业生产企业，全国优秀科技特派员创业企业，内蒙古自治区农牧业产业化重点龙头企业，内蒙古自治区民营科技企业和龙头企业技术创新中心，内蒙古自治区四星级诚信单位。富川商标荣获内蒙古自治区著名商标。是内蒙古自治区首家通过HACCP食品卫生安全管理体系认证的饲料企业。内蒙古自治区及周边省区为我国肉羊主
13、产区，公司所在的巴彦淖尔地区为全国最大的肉羊生产基地。富川公司致力于以饲料为龙头的肉羊产业化建设。唯一研制生产了巴美肉羊专用饲料，着重解决扩大养殖规模和提高羊肉品质问题，带动并延伸肉羊产业化发展链条，在西北地区率先研发使用酶制剂、益生素等绿色添加剂，使肉羊品质显著提高，在基地建设上支持了羊肉深加工产业的集聚和发展。未来五年富川公司将依托区域肉羊养殖资源禀赋和优势，建成国内首个专业肉羊技术工程研发中心，开展品种培育、动物营养、产品研发、养殖技术、疫病防治等方面的技术研究、创新。新建35个饲料加工厂，增加技术服务网点300个，向华北、西北地区纵深推进；建立养羊公司100个，创建横向成群、纵向成链的
14、国家级肉羊示范基地，使受益用户达到50万户，企业年产值达到5亿元以上。为农牧民生活早日实现小康水平，为地区社会和谐、经济腾飞作出新的应有的贡献。1.2 项目建设方案1.2.1 项目名称项目名称为内蒙古富川养殖科技股份有限公司新建年出栏50万只肉羊养殖示范与有机肥料生产基地建设1.2.2建设性质及建设地点建设地点：内蒙古巴彦淖尔市临河区乌兰图克镇新民村五社南沙滩。1.2.3建设规模和建设内容内蒙古富川养殖科技股份有限公司年出栏50万只肉羊良种繁育与养殖示范基地项目利用目前成熟的先进、高效的繁育技术，饲草饲料加工调制技术和疫病防治及检疫技术，为社会提供50万只肉羊产品。(1)建设规模: 项目总占地
15、816亩，其中建筑面积577654平方米；项目建设始期购入小尾寒羊或小尾寒羊和巴美肉羊杂交品种的基础母羊5000只，种公羊125只。项目达产后年繁殖、育肥肉羊总量达到50万只，出栏时平均活重40公斤,胴体重15公斤。建设有机肥堆肥厂地1000平方米，年生产有机肥19万吨。(2)建设内容:良种母羊繁育舍建筑面积1600m2,运动场占地面积2000m2。种公羊建筑面积750m2。基础母羊圈舍建筑面积150000m2，运动场占地面积150000m2。育肥羊舍圈舍建筑面积125000m2，运动场占地面积125000m2。塑料暖圈建筑面积6000平方米。以及饲料加工厂、贮草棚、青贮池、兽医室、配种室等服
16、务设施，道路等生活设施和公用设施。(3)建设期限:项目建设期3年,即2011年1-3月开始项目的立项等工作，4-5月份陆续开工建设,2013年12月工程完工并交付使用(完成所有建设内容，并达到设计规模)。1.2.4 技术、设备、建筑物及建设期内蒙古富川养殖科技股份有限公司新建年出栏50万只肉羊养殖示范与有机肥料生产基地建设项目技术方面包括种公母羊的杂交育种扩繁技术、肉羊快速育肥、绵羊人工授精、饲草料种植和调制、疫病防冶等相关技术。技术来源为本公司多年来成熟的养殖技术，同时本公司与巴彦淖尔市家畜改良站建立了全面的合作关系，确保肉羊养殖技术来源的可靠性与全面性。本项目采用国产设备，其工艺技术成熟先进，关键设备达到国际先进水平。项目共需设备263台(套),其中包括养殖设备160台套,饲草料加工、配种和疫病防治设备66台套，其他公用设备37台套。本项目共建设: 良种母羊繁育舍建筑面积1600m2,运动场占地面积2000m2。种公羊建筑
