1、陕西黄河大峡谷（渭南段）湿地生态旅游区建设 项目建议书渭南市投资咨询中心陕西黄河大峡谷（渭南段）湿地生态旅游区建设 项目建议书项目负责人：冯新民项目审定人：杨爱香 熊绮芬项目编制人：曹贵仓 王 宏谭 力 蒋忙州赵宇共 刘玉林王海青 刘忠锁强 跃 屈林增李文佑建设项目内容提要项目背景陕西黄河大峡谷（渭南段）湿地生态旅游区位于渭南市东北部黄河峡谷盆地内，总面积约1000多平方公里，海拔高度320350米。范围从北向南依次是韩城龙门太史祠名城文化旅游区，合阳洽川生态旅游区，大荔沙苑生态旅游区和潼关黄河古城旅游区。是陕西东部旅游精品环线和关中旅游带的重要组成部分，同时处在秦晋豫黄河金三角旅游线路的主要
2、地段，区位优势十分明显。近年来，该旅游区人数均在60万人次以上。随着人们生活水平的进一步提高和旅游环境的改善，旅游人数将呈大幅增长趋势。陕西黄河大峡谷生态环境良好，生物多样性特征明显。旅游自然资源和人文资源丰富。拥有全国最大的黄河河滨湿地黄河峡谷湿地；国内最大芦苇荡合阳洽川十万亩芦苇荡；有“华夏绝景”之称的洽川瀵泉七眼；拥有连绵不断古朴雄浑的地貌奇观黄土峰林；有内陆最大的沙丘旅游资源大荔沙苑农业生态区；有“北国三峡”之称的山河胜景韩城龙门、石门、孟门黄河三门奇观；有“中国之冠，世界罕见”的大荔育红矿泉水源地；有三河交汇奇景黄、洛、渭湿地自然保护区；有黄河上唯一小于90的潼关“万里黄河第一弯”；
3、有黄河上最大的河心湿地草场滩涂潼关黄河鸡心岛。还有以历史文化名城、古“有莘国”、“沙苑文化”等为代表的丰富多彩的古代文化、黄河文化和民俗文化旅游资源相辅助。整个旅游区涵盖有黄河峡谷漂流、芦苇湿地观鸟、温泉沐浴度假、矿泉疗养健身、沙苑大漠风情探险、影视基地文化休闲观光、民俗节庆采风、自然生态科普教育等内容的国家级精品生态旅游区。规划目标规划期限：20032015年，发展目标：建成国家4A级旅游景区和国内外著名的自然生态旅游示范区，年接待游客达到180万人次。旅游区形象旅游区以黄河大峡谷为背景，以湿地生态旅游为主体，以洽川生态旅游区为中心辐射点，建成北起黄河三门，南达风陵古渡200公里长的旅游天然
4、长廊，形成四个功能有所区分又相互补充的绿色自然生态、人文旅游景区。总体旅游形象是：黄河峡谷湿地 沙洲湖泊苇海 温泉沐浴鹤舞 名城史圣雄关四大景区旅游形象： 韩城龙门太史祠名城文化旅游区：雄浑北国三峡 名城太史故里 洽川生态旅游区：秦晋黄河大峡谷 沐浴温泉伴鹤舞 大荔沙苑生态旅游区：黄河湿地苇海 沙苑生态观光 矿泉疗养度假 潼关黄河古城旅游区：情系千古雄关 拥抱黄河母亲 建设期和投资估算陕西黄河（渭南段）大峡谷湿地生态旅游区建设期限为20032007年，总投资估算为50700万元。投资效益财务内部收益率（%），所得税前41.57%，所得税后35.62%；财务净现值（IC=12%）万元，所得税前4
5、9658万元，所得税后34378万元；静态投资回收期（年），所得税前5.78年，所得税后6.01年；动态投资回收期（IC =12%），所得税前6.05年，所得税后 6.64年。黄河大峡谷生态旅游区总体环境容量比较大，仅洽川景区达210万人次，但在规划年限内由于不能达到旅游区的全面开发，这样就不能单纯追求游客人数，否则将会造成生态环境的极大破坏。因此，要获得预期效益，必须通过提高旅游服务质量、开发特色旅游和餐饮，出售具有地方特色的旅游商品，通过提高综合效益来取得理想效果。Content Summary of the Construction ItemBackground of the ItemT
