4、2、不保密 。（请在以上相应方框内打 “”）作者签名：导师签名：日期：日期：年年月月日日摘要产业转移是市场经济条件下普遍存在的一种经济现象，是我国产业结构调整和区域经济协调发展的客观要求和必然趋势。如何顺利实现产业转移对我国东中西部地区在今后要面临解决的产业竞争力和产业存续发展具有重要的现实意义。但是当前我国东部地区向中西部地区大规模的产业转移并没有实现，市场机制的不完善和政府干预的非有效性是产业转移效率不高的重要原因。本文就政府行为对产业转移的影响进行探讨和分析。本文首先分析了我国产业发展状况和东中西部产业梯级分布态势，发现中西部地区在经济总量、经济发展速度、经济重要性方面都落后于东部地区，
5、虽然近年情况有所改善，但是东中西部仍存在明显的产业梯度差。经济差异使得地方政府行为能力也存在较大的差异，中西部地方政府与东部地方政府在地区财政能力、产权制度、基础服务能力、对外开放程度、区域创新能力等方面都存在较大的差距。在弄清楚现状的基础上，本文建立了承接地政府之间、地方政府与企业之间、转出地与转入地政府之间以及两地政府与迁移企业间进行的完全但不完美信息动态博弈的博弈模型来考察地方政府行为影响产业转移的机制，地方政府可以从减少企业迁移的要素成本和交易成本两方面来促进产业转移，但是地方政府的这些行为效果却是不确定的，地方政府需要根据产业发展阶段制定有效的措施才能真正实现经济发展的目标。有鉴于此
6、，本文利用我国 31 个省市 2000-2010 年的面板数据，建立地方政府行为影响产业转移的固定效应模型来考察地方政府对产业转移影响的效果。研究结果表明，政府加强地区产业财政支持度、基础设施的完善度、产权保护程度、区域创新的支持力度都能提高产业转移的吸引力，但是不同区域地方政府行为有效性是不同的，东部地方政府在地区产业财政支持、产权保护、对外开放、区域创新支持等上的努力对促进产业转移产生显著的效果，但中西部地方政府只有加强财政支持、完善基础设施和保护产权才能够加强产业转移的吸引力。为此，本文最后总结了分析结果，并提出了几点相应的政策建议。关键词：产业转移；政府行为；产业发展环境；三方博弈模型

9、 the imperfection of market system and the misbehavior ofgovernments behaviors in industrial transfer.This paper analyzes the status of our countrys industrial development and thedifferences environment between the Eastern and Midwestern first, found thatMidwestern are lagging behind in terms of the
10、 total economy, the pace of economicdevelopment, the importance of economics to Eastern. Although the situation hasimproved in recent years, there is still a significant difference between the Easternand Midwestern. Because of this difference, there are big differences between thebehaviors of the lo

The Midwestern local governments are laggingbehind in terms of financial capacity, the degree of diversification of property rights,the capacity of basic services, the openness and the capability of regional innovation.Based on the current situation, this paper discussed the influen
12、ce of the behavior oflocal governments with industrial transfer through the game modes betweengovernments, the government with transfer business. Local governments can reducefactor costs and transaction costs in enterprise migration to facilitate the transfer ofindustries. But these behavioral effec
