1、体育职业技能开发管理的理论与方法专业：体育人文社会学专业方向：体育管理研究生：丁涛指导教师：秦椿林教授建立我国体育行业的职业资格证书制度体系，是加速提高我国体育服务质量，提升市场竞争力，与国际接轨最直接、最有效的手段之一，同时也是体育行业人力资源开发的一项战略措施。本研究采用文献研究、专家访谈、逻辑分析和个案研究等方法，得到以下结论：1. 体育职业具有社会性、目的性、规范性、稳定性和群体性五个基本特征。各体育职业已在中华人民共和国职业分类大典里有了基本定位，体育职业人群，无论从生活来源、劳动性质、劳动内容和社会角色等方面都符合职业的要求与特征，将其作为职业来研究是可行的。2. 体育职业技能开发
2、是体育人力资源开发的重要组成部分。它是属于国家职业技能开发“母体系”的“子体系”，主要包括：体育职业分类体系、体育职业技能标准体系(包括规程规则体系)、体育职业培训体系、体育职业技能(考核)鉴定体系、体育职业资格证书体系、体育职业开发的组织管理体系。体育职业技能开发管理，就是体育行业职业技能开发的动态管理过程，是合理开发和利用体育劳动力资源、协调完成体育行业职业技能开发体系子体系具体职能的过程。3. 体育职业技能开发管理工作的法规标准体系是由若干相关的政策法规与技术性规程构成的一个相互依存、相互联系、相互制约并能共同发挥作用的系统。主要包括法律、规章、管理工作规程以及体育职业分类、体育职业技能
3、标准、体育职业技能鉴定规范和体育职业技能鉴定站资格标准。尽快制定各类统一、规范的体育职业标准是体育部门当前的一项重要工作任务。4. 体育行业职业技能开发的管理机构，就是体育职业技能开发工作管理系统内部的组织体系。它由行政管理机构和技术管理机构两套组织体系构成。按照纵向的行政与技术业务管理来分，具有“二元制”模式职责职能结构的性质；按照横向的职责层次和范围来分，这一框架体系就为一种“三元制”职责结构性质的模式，即具有体育行业职业技能开发“综合管理”职责、“指导协调和技术业务管理”职责和“具体技术业务执行”职责的结构性质。5. 体育职业技能鉴定是由体育总局统一组织实施，以国家颁布的体育职业技能标准
4、为依据，以体育行业劳动者的专业技术知识和实际操作技能水平为主要内容的标准参照性考试，是国家职业资格考试的一种形式，社会化管理是体育职业技能鉴定管理的核心形式。体育职业技能鉴定为实行国家职业资格证书制度提供了对体育行业劳动者实行从业和执业准入控制的基本依据。6. 体育职业资格证书按照证书与就业的关系来划分可分为体育从业资格证书和体育执业资格证书两种类型；按照证书所包含的内容来划分可分为以体育专业技术水平为主的资格证书和以体育职业技能为主的资格证书。体育行业要结合国家劳动人事制度改革以及社会发展需要，在体育系统内逐步强化执业资格制度，完善专业技术职务聘任制，在某些条件成熟的职称系列（例如教练员系列
5、）和体育市场需求广泛的体育职业（工种）（如健美操社会体育指导员）中，探索将执业资格作为准入上岗证、职务聘任作为水平能力证的新型模式，利用国家对于有关体育场所从业人员持证上岗的强制性要求，加快体育职业资格证书制度的推广与实施。7. 建立体育职业资格证书制度的管理模式主要包括组织实施体系、政策法规体系、质量保证和监督检查体系三个方面的内容。在管理上要按照行政管理与技术管理相结合的原则，强化政府与行业主管部门的综合管理与组织实施职能；在政策保障上，国家体育总局须制定专门法规、办法等，保证体育职业资格证书制度的实施；在职业资格鉴定考评工作中建立许可证制度、资格认证制度，实行程序化、标准化、规范化管理，
6、探索建立市场执法队伍的可能性，以促进体育市场的规范、有序发展。8. 实施体育职业资格证书制度，要加大宣传力度，强化网络宣传和咨询功能，使劳动者和用人单位都能用最便利的手段了解到体育职业资格制度的有关情况。要保证培训与考核质量，提高职业资格证书的含金量，制定的职业标准要符合社会生产和市场发展的要求以及体育职业本身的发展规律。在逐步推行持证上岗、注册执业的过程中，应充分发挥各单项协会或组织的作用，从行业内部先行规范、自律从业人员的职业行为。探索建立运动员技术等级证书与职业资格证书“双证”并重的制度，使运动员提前进行职业技能储备，增强走向市场的职业竞争力。关键词：体育；职业技能开发；管理；职业资格证
