1、华中科技大学 硕士学位论文 武汉城市圈产业结构研究 姓名：张小川 申请学位级别：硕士 专业：城市规划与设计 指导教师：周均清 20070609 I 摘 要 进入新世纪以来，中部地区的发展问题受到越来越多的关注，而武汉城市圈因其 独特的区位优势和要素禀赋优势，在中部崛起中起着极为重要的战略支撑点作用，是 中部地区最具活力与潜力的增长极。然而，随着我国工业化进程和国际国内产业转移 速度的加快，武汉城市圈的经济发展正面临着新的机遇和挑战。经济的竞争归根到底 是产业的竞争，产业结构的优化升级将成为武汉城市圈经济发展的主线。 随着市场经济的不断深化，旧体制下各自为政、利益分割的格局严重影响了圈域 经济的
2、竞争力和发展的步伐，产业结构不合理，产业结构趋同，低水平重复，缺乏梯 度分工等问题日益突出。本文在深入剖析武汉城市圈产业结构存在问题的基础上，试 图提出能够有效解决问题、推进产业结构优化的对策建议，以期对城市圈产业结构调 整进行引导，也为圈域经济发展模式与机制的确定和空间布局的定位提供依据。 本文首先综述了产业结构相关理论规律，在此基础上，对武汉城市圈产业结构的 演变及现状进行了系统的分析，进而总结了武汉城市圈产业结构的现状特征及主要问 题。武汉城市圈产业结构的总体情况是：第一产业比重基本呈直线下降趋势，第二、 三产业比重呈上升趋势；六大支柱产业（机械、冶金、化工、建材、轻纺和光电子信 息产业
3、）产值在总产值中占有很大比例，对经济发展起关键性作用；工业过重，劳动 密集型产业的比重优势没有被资本、技术密集型产业替代；第三产业内部以传统服务 业为主，新兴服务业发展滞后；除此之外，城市圈现状产业结构还面临着结构趋同、 国有经济比重过大等诸多问题。 接着， 本文从正反两方面剖析了现状产业结构的成因。 最后，提出了解决的对策和保障措施，以期使武汉城市圈的产业结构在积极的政策环 境中，朝着合理化、高度化方向演进，逐步实现产业结构的优化升级，这也正是本文 写作的初衷。 关键词：武汉城市圈 产业结构趋同 产业结构优化 政策 II Abstract Since the new century is c
4、oming, the development question of the middle district of China is paid more and more attention. Because of the unique strength on location and resources in Wuhan Metropolitan Region, it is playing an extremely important role in the growing up of the middle district. Nevertheless, as the industriali
5、zation in China and industry transfers speeding up, the economical development of Wuhan Metropolitan Region is facing new opportunities and challenges. The economical competition is originally also the industrial competition; the optimization of the industrial structure will become the key line in t
6、he economical development of Wuhan Metropolitan Region. As the market economic promoting, the local governments pursue maximization of local economic performance, it has made a bad influence on the competitiveness and the development of the economy, it also has caused a lot of questions such as the
7、unreasonable industrial structure, the similar industry structure, lacking of the gradient division of labor. This article thoroughly analyzes questions of the industrial structure of Wuhan Metropolitan Region, and then tries to give an effective suggestion on solving questions and promoting the opt
8、imization of the industrial structure, in order to guide the adjustment of the industrial structure and provide the basis for the development pattern of the economy and the industrial layout. This article summarizes the theory related to the industrial structure firstly, and then analyzes the evolut
9、ion and the present statues of the industrial structure, and concludes the character of the industrial structure. Now the second and third industry has developed fast. Wuhan Metropolitan Region has six backbone industries: machinery, metallurgy, chemical industry, building materials, lightly spins,
10、photoelectron and information industry, backbone industrys portion is big but high level industry portion is small. Owing to laying particular stress on introversion heavy industry, the labor dense industry is still playing a more important role than the capital and technology dense industry. The pr
11、imary produce and labor component of third industry is traditional service industry. After that, this article analyzes the origin of the present industrial structure from the pros and cons. Finally, it III proposes the solution countermeasure and the safeguard policy, in order to make the industrial
12、 structure of Wuhan Metropolitan Region evaluate reasonably and highly, then gradually optimizes the industrial structure, it is precisely the original intention of this article. 15、的地区，也是中西部最具发展潜力的区域之一。大 武汉的城市功能和商务环境同周边地区丰富的资源、低成本的劳动力相结合，造就了 武汉城市圈独特的产业环境和竞争优势，将日益成为各类资本投资和各类产业发展的 热土。 改革开放以来，武汉及周边城市群取得了突出的发展成就，是历史上最好的时期 之一。但不容忽视的是，随着市场经济的不断深化，旧体制下各自为政、利益分割的 格局与经济一体化的矛盾越来越尖锐，严重影响了区域经济的竞争力和发展步伐。产 业结构不合理，产业结构趋同，低水平重复，缺乏梯度分工等问题日益突出。 1.2 研究目的和意义 1.2.1 研究目的 通过对武汉城市圈产业结构现状的定量和定性分析，总结出现
16、状产业结构的总体 发展阶段、特征以及面临的问题，进而分析产业结构的成因，最后提出产业结构优化 的对策和建议。这个课题的研究既是对城市圈产业结构优化的引导，也为城市圈发展 模式与机制的确定、空间布局定位提供依据。 1.2.2 研究意义 以特大城市为核心的城市圈的崛起，是当今世界区域经济竞争与发展的大趋势。 城市圈经济的长期稳定协调发展，关键在于城市圈的产业结构。产业结构是否合理， 1 观点出自：宋迎昌都市圈从实践到理论的思考M北京：中国环境科学出版社，2003：22 2 关系到资金、劳动力和自然资源能否恰当地配置与有效地利用，关系到经济、技术、 社会能否协调发展，关系到能否尽快增强竞争力、缩小与发达城市圈之间的差距。 笔者搜集了一些关于武汉城市圈的研究资料， 发现： 关于这方面的研究层出不穷， 但是基本上围绕城市圈这一空间概念，从发展战略的高度，进行城市体系和经济联动 的分析，指出武汉城市圈发展的问题，并提出相应的建议。然而，其中有关城市圈产 业结构的研究只是蜻蜓点水，全面的、系统的、专门的对武汉城市圈产
