3、发展，使高 新技术产业成为推动我国经济发展、提高我国国际竞争力的重要支撑力很有必要。对于 高新技术产业的发展情况以及对策研究情况，国内外研究者都做了大量的分析，但是大 多数都是定性研究，定量研究较少.本文在借鉴前人研究的基础上，采取定性研究和定 量研究相结合的方式，建立模型，得出结果，从模型结果去分析高新技术产业的发展情 况，找出存在的问题，针对问题提出相应的解决措施。 本文首先对高新技术产业的概念、 特征以及河北省高新技术产业的发展情况和政策 支持的相关情况进行了介绍。 通过运用主成分的方法对河北省高新技术产业的发展水平 做了综合评价，选取了 20 个指标做主成分分析，提取了三个主成分，分别
4、命名为高新 技术产业发展因子、高新技术产业发展的人才培养因子、财政资金支持因子，并对这三 个因子得分进行了排名，得出分析结果，河北省高新技术产业的发展水平居中，河北省 高新技术产业在人才培养方面有一定的优势， 政府对河北省高新技术产业的资金支持比 较落后，因此加快河北省高新技术产业的发展应该从这几个方面入手，保持优势，对于 落后的要加快提高；本文选取了对高新技术产业的发展的影响相对较大的几个因素，分 别是财政对科学技术的支出、财政对教育的支出、RD 内部经费支出、技术引进经费支 出、研发机构经费支出、财政对一般公共服务的支出这 6 个指标，并对这几个因素做了 指数分析，了解其近几年的发展情况。
5、用河北省高新技术产业的当年价总产值做为因变 量，其他指标做为自变量做回归分析，回归模型剔除了变量技术引进经费支出，最后得 出回归模型的结果， 分析得出财政对教育的支出、 RD 内部经费支出两个因素对高新技 术产业当年价总产值的影响是显著的， 说明这两个因素对河北省高新技术产业的发展有 较大的促进作用，财政对科学技术的支出、研发机构经费支出对高新技术产业当年价总 产值的影响是不显著的，但是系数为正，说明利用效率不高。文章最后总结了河北省高 新技术产业发展存在的问题，并针对问题提出了相应的对策建议。 整篇论文的分析就是通过建立模型、收集数据、运用统计软件的方法对河北省高新 技术产业的发展水平、指标

Selecteing twenty indicators to evaluate the development level of high-tech industry in Hebei province by using the principal components. high-tech industrial development factor、personn
11、el training factor of the development of high-tech industry、financial support factor are extract in analysis and the scores of these three factors were ranked and educe the analysis result. The development level of high-tech industry is placed in the middle in Hebei Province, high-tech industry in p
12、ersonnel training has certain advantages, government funds support for the high-tech industry in Hebei province is relatively backward,so to accelerate the development of high-tech industry in Hebei province should hold on our favorable position improve the backward from these several aspects. This
13、paper selects public finance expenditure of science and technology, expenditure on education, R & D internal expenditures, introduction of technology expenditures, R & D organization expenditure, finance expenditure on public services which have great influence to high-tech industry in Hebei Provinc
14、e, and analyzes the index analysis of each index to understand the development situation of indexes . The total output value of price of high-tech industry is depended variable and others are independent variable to do regression analysis and introduction of technology expenditures is rejected in Ab
15、stract IV regression analysis model,finally geting out the results of the regression model. expenditure on education, R & D internal expenditures have significant effects to the total output value of price of high-tech industry, that explain the two factor have a greater role in promoting the develo
16、pment of the high-tech industry in Hebei province. public finance expenditure of science and technology and R & D organization expenditure have not significant effects to the total output value of price of high-tech industry, but the coefficient is positive, explaining utilization efficiency is not high.
