4、大学硕士学位论文 摘 要 为了引导城乡建设模式转型，增强重点镇节能减排能力，2011 年财政部与住房 和城乡建设部联合发布于“十二五”期间重点开展绿色重点镇试点示范工程。绿色重 点镇规划是本着集约节约、四节一环保（节能、节地、节水、节材和环保）的总体要 求，实现对重点镇规划的进一步完善。绿色重点镇规划技术指标是规划建设和评定绿 色重点镇的重要依据。因此，构建适合于内蒙古自治区评定绿色重点镇相关技术指标 标准和评分办法成为了本论文研究的重点核心内容， 也希望通过论文技术指标的构建 能够为日后建立绿色重点镇指标体系有一定的帮助。 本文主要采取文献阅读、技术分析和实证研究的方法，对论文进行撰写和研究
5、。 论文主要分为 5 部分内容进行分析研究。 首先，本人鉴于对绿色城市、生态城市、绿色建筑的理解，相应提出了规划建设 绿色重点镇的理论基础、实现条件，从而简单总结出绿色重点镇的含义，以便于对全 文的理解。其次，研究国内外重点镇规划发展现状，总结出重点镇规划发展的经验。 同时，通过国内绿色重点镇指标对比分析，归纳出绿色重点镇在哪些指标方面有独特 的优势，以利于本文构建绿色重点镇技术指标。再次，通过对国内重点镇规划存在的 问题及原因进行分析，针对存在的各类问题提出解决措施。最后，基于集约节约、功 能完善、特色鲜明、宜居宜业的要求，遵循科学、合理、可行性原则，结合国家绿色 重点镇评定标准，重点选取其
6、中指标评价总分所占比例较高，具有较强研究潜力的三 方面技术指标（节能减排、建设用地、园林绿化）进行分析研究，构建适合于内蒙古 自治区评定绿色重点镇的 3 大类、11 项、18 种技术指标标准及评分办法。论文最终 以薛家湾镇为例，验证所构建技术指标的可行性，同时也通过构建指标佐证薛家湾镇 在哪些指标方面存在不足，有待完善，并提出相应的改进措施，以实现建设绿色重点 镇各项技术指标的要求。 关键词：绿色重点镇;节能减排;建设用地;园林绿化;薛家湾 内蒙古工业大学硕士学位论文 Abstract In order to guide the urban and rural construction mod
