1、中南民族大学 硕士学位论文 民族地区县级政府绩效评估指标体系研究 姓名:饶娆 申请学位级别:硕士 专业:行政管理 指导教师:苏祖勤 2011-05-15 中南民族大学硕士学位论文 I 摘 要 20 世纪下半叶以来的信息化、世界经济社会一体化及国际竞争的加剧使传 统政府管理面临空前严峻的挑战。为了缓解危机,各国进行了一系列的政府改 革和创新运动,这场运动的重点是把私营企业的改革经验和成果运用到政府公 共部门中来。其中以绩效为本的企业管理理念为政府提供了示范和借鉴,成为 各国公共行政改革理论与实践中的一个重要内容。 随着我国深化改革、扩大开放进程的加快,与国际接轨、切实转变政府职 能、推进行政体制

2、改革已经成为公共行政领域的迫切要求。近年来,我国各级 政府因地制宜,相继出台了许多有效的改革举措,尤其在开展绩效评估方面进 行了有益的探索,取得了显著的成效。但总体来说我国政府绩效评估尚处于初 始阶段,仍然有大量的理论和实践问题亟待解决,尤其是民族地区县级政府绩 效评估没有得到足够的重视,现有的绩效指标体系无法对社会经济发展发挥应 有的导向作用,严重影响和制约了民族地区县级政府行政管理方式的改进和绩 效管理水平的提高。绩效指标是绩效评估体系的核心,它决定了政府工作的主 要内容和发展方向,在政府管理中具有举足轻重的作用。构建一套科学、合理 的绩效指标体系是加快民族地区发展、推动政府工作顺利开展、

3、切实提高政府 效能的关键。 本文以民族地区县级政府为研究对象,首先提出关系本文研究对象的政府 绩效评估三大理论基础:民族地区政府职能理论、科学发展观理论、平衡计分 卡与棱柱绩效理论,通过借鉴西方先进的指标构建经验和反思我国当前民族县 级政府绩效评估指标中存在的问题,利用平衡计分卡和绩效棱柱的综合模型, 确立适应民族地区县级政府可持续发展的绩效评估指标体系。 本文从六大部分来展开研究: 第一部分是导言,主要包括问题的提出、研究意义、研究综述、研究方法 和创新之处。 第二部分是对民族县级地区政府绩效指标体系的基础理论阐释,主要包括 基本概念界定、 民族地区政府绩效评估指标的功能和构建指标体系的理论

4、基础。 第三部分是在分析我国发达地区政府绩效评估的基础上,指出我国目前民 族地区县级政府绩效指标的现状及需要完善的环节。 第四部分是对西方国家政府绩效指标设计的经验介绍,通过深入研究英、 美等国家地方政府绩效指标的设计,总结对我国有益的政府绩效评估指标构建 经验。 第五部分民族县级地区政府绩效评估指标体系的构建。通过将平衡计分卡 民族地区县级政府绩效评估指标体系研究 II 和绩效棱柱两者进行综合,建立绩效指标体系的科学逻辑框架,设计实现民族 县级地区科学发展的政府通用绩效指标体系。 第六部分是关于绩效评估指标的处理和需要说明的几个问题。 关键词:民族地区;政府绩效;指标体系 中南民族大学硕士学

5、位论文 III Abstract The late 20th century, globalization, information and international competition intensifies make traditional government management facing serious challenges, To alleviate the crisis countries have conducted a series of government reform and innovation movement, the movement is the f

Among them with performance for this enterprise management idea for government provides demonstration and reference, performance evaluation received great attention and promotion, became the

With the deepening of reform and opening wider to the outside world is increasingly clear the new situation, speed up with international standards, transforming the government functions, promote the refor

8、m of the administrative system has become the urgent demand of the public administration field. In recent years, Chinas local government at all levels, have issued a lot of the effective reform measures in developing the performance evaluation, especially makes a beneficial exploration, and achieved

But overall, our government performance evaluation is still in the initial stage, there are still a lot of theoretical and practical problems, from the scientific, systematic and efficient performance evaluation level some distance away, especially in national regions and count

10、y government performance evaluation on this topic, performance management didnt get enough attention, the existing performance index system of local society, unable to play an active economic development oriented functions, existing huge arbitrary and blindness, serious influences and restricts the

11、nationality area county government administration way of improvement and raise the level of performance management. Performance index is the core of performance evaluation system, it had decided the government the primary content and the development direction, in government management plays an impor

12、tant role. Therefore, establish a scientific and reasonable performance index is to accelerate the development of national regions, promoting the government work smoothly and improving government efficiency key.
