2、化的演变。作为与农民工群体切身利益相关 的社会保障制度，农民工养老保险制度为年老退出劳动力市场的老年农民工年提供 安祥平静的晚年生活。系统研究农民工养老保险制度的发展和变迁路径，把握其未 来进程的演变方向，不仅有助于指导我国当前农民工养老保险制度的建立和完善， 而且对我国社会基本养老保障制度的未来发展目标城乡统一的养老保险制度的 构建产生深刻重大的意义。 从中国近代工业革命伊始至今， 农民工养老保险制度一直在渐次展开的历史情景 中进行着演化，虽然在某些特殊的历史时段被迫暂止，然而其变迁路径并没有消失 更没有完结。本文阐释农民工养老保险制度变迁的动力机制，探索农民工养老保险 政策和制度的演化轨迹
3、及变迁动因，并为加强农民工社会保障制度建设提供思路。 全文首次基于历史制度主义的角度，采用“因素分析法” ，从分析各种“影响因子” 作用于农民工养老保险制度的途径、机制入手，构建一个农民工养老保险制度发展 和变迁的动力模型，用以揭示和系统研究农民工养老保险制度发展和变迁的深层动 力，为基于农民工养老保险制度建设和发展的微观、中观、宏观政策的制定提供一 个理论依据。 在农民工养老保险制度的发展和变迁过程中， 每一种因素都通过特定的传导机制 作用于这一制度变迁进程中，构成了中国农民工养老保险制度演化的深层动力。而 农民工养老保险制度本身的效果以及制度变迁主体之间的博弈均衡是促使农民工养 老保险制度
4、演化的最具决定性的因素。本文在摒弃以往相关制度研究单一视角、静 态描述的基础上，运用历史制度主义整合“结构”与“行动”分析的理论框架，构 华 中 科 技 大 学 博 士 学 位 论 文 华 中 科 技 大 学 博 士 学 位 论 文 II 建了一个农民工养老保险制度发展和变迁的“四维模型” ： “农民工养老保险的制度 环境”对农民工养老保险制度构成“结构性”约束； “农民工养老保险的制度变迁主 体”构成了制度变迁中的“行动”因素； “农民工养老保险制度变迁的内源性变量” 及“农民工养老保险制度变迁的外源性变量”构成了制度变迁的内外部影响因素。 近代以来中国两次 “对外开放” 与国际体系接轨的特
5、殊环境催生了中国 “民工潮” 的产生和农民工养老保险制度的建立和演进。作为中国从传统的计划经济向市场经 济转型与中国的城乡二元结构共同作用下的必然产物，农民工在一系列与工业化、 城市化关系密切的劳动密集型行业中均占总从业人数的很大一部分比例，为中国现 代化建设做出了巨大贡献。老牌工业化国家的经验时时刻刻在提醒作为农业大国的 中国：若不能及时处理和解决工业化与城市化过程中作为主要流动劳动力群体 农民工的养老保险问题，则必将引起经济波动和社会动荡 尽管社会养老保险的准公共产品性质决定了农民工养老保险制度变迁中的政府 占绝对主导地位，然而不同利益和价值观的制度变迁主体之间的博弈均衡对农民工 养老保险
6、的政策实施和制度变迁发展方向起到了决定性作用。在我国特有的政治经 济制度环境下，中央政府和输入地及输出地政府对农民工养老保险政策的认知、态 度、价值和立场很大程度上决定了这个新的制度安排的发展前景和方向。随着城乡 统一的劳动力市场的逐步完善，农民工的力量也会逐步发展壮大，对涉及自身利益 的养老保险权益的关注和影响也会逐渐增强，非政府组织如工会等组织在引导农民 工依法维权和争取、维护农民工群体养老保险权益等事务中扮演着举足轻重的角色。 因此，农民工养老保险制度的建立和政策的施行，不仅高度依赖中央政府的政策协 调能力，也高度依赖于输入地政府对农民工养老保险政策的态度转变和政策支持以 及各级地方政府
7、之间的协商和合作。在农民工养老保险制度的发展变迁过程中，意 识形态和技术的发展为其农民工养老保险的制度发展变迁提供了动力，通过挑战和 突破原有的制度给原有的制度安排以冲击，打破原有的制度均衡，引起农民工养老 保险制度的调整和与变迁。 当前我国的养老保险制度处于深刻的改革和完善的过渡时期， 在这一历史时期内 要成功地解决农民工参保问题并实现福利最大化目标，政府必须把农民工个人的利 华 中 科 技 大 学 博 士 学 位 论 文 华 中 科 技 大 学 博 士 学 位 论 文 III 益摆在头等重要的地位，尽量减轻他们的负担。通过把部分统筹基金纳入农民工个 人账户的设想，不仅刺激了农民工参保的积极
