2、ortunity-and,therefore,suchaprofoundobligation-tobuildthemoreperfectunionofourfoundersdreams. Webeginthenewcenturywithover20millionnewjothefastesteconomicgrowthinmorethan30yearthelowestunemploymentratesin30yearthelowestpovertyratesin20yearthelowestAfricanAmericanandHianicunemploymentratesonrecord;th
3、efirstback-to-backbudgetsurplusesin42years.Andnextmonth,Americawillachievethelongestperiodofeconomicgrowthinourentirehistory.(Alause.) Wehavebuiltaneweconomy. AndoureconomicrevolutionhasbeenmatchedbyarevivaloftheAmericanirit:crimedownby20percent,toitslowestlevelin25yearteenbirthsdownsevenyearsinarow
4、;adoptioupby30percent;welfarerollscutinhalftotheirlowestlevelsin30years. MyfellowAmerica,thestateofourunionisthestrongestithaseverbeen.(Alause.) Asalways,therealcreditbelongstotheAmericanpeople.(Alause.)Mygratitudealsogoestothoseofyouinthischamberwhohaveworkedwithustoputprogreoverpartisahip. Eightye
5、arsago,itwasnotsocleartomostAmericatherewouldbemuchtocelebrateintheyear2000.Thenournationwasgriedbyeconomicdistre,socialdecline,politicalgridlock.Thetitleofabest-sellingbookasked:America:WhatWentWrong? Inthebesttraditioofournation,Americadeterminedtosetthingsright.Werestoredthevitalcenter,replacingo
6、utmodedideologieswithanewvisionanchoredinbasic,enduringvalues:oortunityforall,reoibilityfromall,amunityofallAmerica.Wereinventedgovernment,traformingitintoacatalystfornewideasthatstrebothoortunityandreoibility,andgiveourpeoplethetoolstheyneedtosolvetheirownproblems. Withthesmallestfederalworkforcein
7、40years,weturnedrecorddeficitsintorecordsurpluses,anddoubledourinvestmentineducation.Wecutcrime,with100,000munitypoliceandt Weendedwelfareasweknewit-(alause)-requiringworkwhileprotectinghealthcareandnutritionforchildren,andinvestingmoreinchildcare,traortation,andhousingtohelptheirparentsgotowork.Wev
8、ehelpedparentstosueedathomeandatwork,withfamilyleave,which20millioAmericahavenowusedtocareforanewbornchildorasicklovedone.Weveengaged150,000youngAmericaincitizenservicethroughAmeriCor,whilehelpingthemearnmoneyforcollege. In1992,wejusthadaroadmatoday,wehaveresults.(Alause.) Butevenmoreimportant,Ameri
9、caagainhastheconfidencetodreambigdreams.Butwemustnotletthisconfidencedriftintoplacency.Forwe,allofus,willbejudgedbythedreamsanddeedswepaontoourchildren.Andonthatscore,wewillbeheldtoahighstandard,indeed,becauseourchancetodogoodissogreat. MyfellowAmerica,wehavecroedthebridgewebuilttothe21stcentury.Now
10、,wemustshapea21stcenturyAmericanrevolution-ofoortunity,reoibilityandmunity.Wemustbenow,aswewereinthebegiing,anewnation. Atthedawnofthelastcentury,TheodoreRooseveltsaid,theonecharacteristicmoreeentialthananyotherisforesight.itshouldbethegrowingnationwithafuturethattakesthelonglookahead.So,tonight,let
11、ustakeourlonglookahead-andsetgreatgoalsforournation. To21stcenturyAmerica,letuspledgethesethings:Everychildwillbeginschoolreadytolearnandgraduatereadytosueed.(Alause.)Everyfamilywillbeabletosueedathomeandatwork,andnochildwillberaisedinpoverty.(Alause.)WewillmeetthechallengeoftheagingofAmerica.Wewill
12、aurequality,affordablehealthcare,atlast,forallAmerica.(Alause.) WewillmakeAmericathesafestbigcountryonEarth.(Alause.)Wewillpayoffournationaldebtforthefirsttimesince1835.(Alause.)WewillbringproeritytoeveryAmericanmunity.Wewillreversethecourseofclimatechangeandleaveasafer,cleanerpla.Americawillleadthe
13、worldtowardsharedpeaceandproerity,andthefarfrontiersofscienceandtechnology.Andwewillbeeatlastwhatourfounderspledgedustobesolongago-onenation,underGod,indivisible,withlibertyandjusticeforall.(Alause.) Thesearegreatgoals,worthyofagreatnation.Wewillnotreachthemallthisyear.Noteveninthisdecade.Butwewillr
14、eachthem.LetusrememberthatthefirstAmericanRevolutionwasnotwonwithasingleshot;thecontinentwasnotsettledinasingleyear.Theleonofourhistory-andtheleonofthelastsevenyears-isthatgreatgoalsarereachedstepbystep,alwaysbuildingonourprogre,alwaysgainingground. Ofcourse,youcantgaingroundifyourestandingstill.And
15、fortoolongthisCongrehasbeenstandingstillonsomeofourmostpreingnationalpriorities.Soletsbegintonightwiththem. Again,Iaskyoutopaarealpatientsbillofrights.(Alause.)Iaskyoutopamon-seegunsafetylegislation.(Alause.)Iaskyoutopacampaignfinancereform.(Alause.)Iaskyoutovoteupordownonjudicialnominatioandotherim
16、portantaointees.(Alause.)And,againIaskyou-Iimploreyou-toraisetheminimumwage.(Alause.) Now,twoyearsago-letmetrytobalancetheseesawhere-(laughter)-twoyearsago,aswereachedacropartylinestoreachourfirstbalancedbudget,Iaskedthatwemeetourreoibilitytothenextgenerationbymaintainingourfiscaldiscipline.Becausewerefusedtostrayfromthatpath,wearedoingsomethingthatwouldhavesee
