1、河南大学 硕士学位论文 我国弱势群体在公共政策制定中的利益表达问题研究 姓名：程俊阳 申请学位级别：硕士 专业：行政管理 指导教师：刘华涛 20090501 摘要 改革开放以来，我国建立了市场经济，但是和市场经济相配套的利益均衡机 制还相当不完备。市场不仅是一种资源配置和经济整合机制，同时也是社会结构 的生成机制之一。与市场经济体制的建立相伴随，我国的社会结构也出现了剧烈 的变化，社会阶层分化速度加快。社会阶层的分化以及利益的多元化，在一定程 度上形成了对社会稳定的冲击。公共政策的本质在于其公共性。但如果弱势群体 利益表达能力不足，渠道不畅等导致其在公共政策制定过程中不能有效输入信息， 在政策
2、方案选择中缺乏利于自身方案通过的推动力，那么政策结果将难以保障其 自身利益，甚至侵犯其合法权益，造成非常严重的后果。因此，在利益主体多元 化的今天，各利益群体间利益博弈白热化，弱势群体利益失衡的背景下，研究弱 势群体在公共政策制定中的利益表达有着重要的现实意义。 本文共分为四个部分： 第一部分，概述了弱势群体、公共政策、利益表达的相关概念以及本文对相 关概念的界定； 第二部分，主要论述了公共政策制定中利益表达的类型与途径，及利益表达 在公共政策制定中的重要意义； 第三部分，从弱势群体在公共政策制定中的利益表达困境的入手，分析了利 益表达困境的原因以及弱势群体利益表达不畅的危害； 第四部分，对我
3、国弱势群体如何走出利益表达的困境，本文主要从四个方面 提出了对策：( 1 ) 提高弱势群体文化素质，增强弱势群体利益表达的主体性意识； ( 2 ) 完善现有利益表达渠道；( 3 ) 拓宽弱势群体利益表达渠道；( 4 ) 推进政府自 身改革，构建增强弱势群体利益表达效果的机制。 本文在深入研究国内外学术界的相关成果基础上，采用多领域、跨学科研究 的方法，分别从政治学、社会学、政策科学等学科领域对我国弱势群体在公共政 策制定中的利益表达机制进行了研究，突破了以往一般只从某一门学科角度研究 的髑限；另辨，对在薪的社会条件下，如何健全宠善鞴势群体利益表达机制，酸 燮弱势群体在公共政策测定中的劣势地位瓣
