1、上海交通大学 硕士学位论文 区域经济非均衡发展的比较和借鉴 姓名：林元旦 申请学位级别：硕士 专业：马克思主义理论与思想政治教育 指导教师：陈章亮 20051104 i 区域经济非均衡发展的比较和借鉴 区域经济非均衡发展的比较和借鉴 摘 要 区域经济发展在国民经济发展中占十分重要的地位， 西方经济学家在 对区域经济理论进行研究的过程中，最终形成了两大学派： 均衡发展论和 非均衡发展论。 根据区域经济非均衡发展规律， 一国经济在区域空间布局上，要充分 考虑各区域的差异， 因地制宜， 以效率为先， 充分发挥各区域的比较优势。 与均衡发展理论相比， 非均衡发展指出了资源稀缺对经济发展的约束，强 调资
2、源配置的区域倾斜和经济发展的高效率， 有利于国民经济整体实力的 提高。 本文围绕“区域经济非均衡发展的比较和借鉴”这一中心，分别从理 论和实证角度论证了区域经济非均衡发展的客观性。全文共分三部分。第 一部分介绍了区域经济均衡和非均衡发展的各主要流派。 通过对这些理论 的分析，得出了这样结论：由于各国及各地区自然资源的差异性和社会资 源配置的非均匀性，经济发展的区域空间差异是客观存在的，因而，区域 经济发展的非均衡性是经济发展的普遍现象。 第二部分主要介绍了发达国 家和发展中国家实施区域经济非均衡发展的实际操作， 通过对发达国家和 ii 发展中国家在区域开发中的共同性和差异性的分析， 对区域经济
3、非均衡发 展进行了国际比较。 第三部分介绍了中国改革开放前后区域经济发展战略 的演变，进一步证明了区域经济非均衡发展理论的普遍适用性。同时，分 析了改革开放后中国区域经济发展对国外经验的借鉴和对西方区域经济 非均衡发展理论的创新。 区域经济非均衡发展理论对任何一个国家的区域经济发展都有普遍 的指导意义， 新时期我国确定的统筹区域发展战略，也是在借鉴国外区域 经济非均衡发展理论和国内外区域经济发展实践经验的基础上， 对区域经 济发展理论的完善、发展和创新。 关键词：区域经济,非均衡发展,比较，借鉴 iii COMPARISON AND USE OF UNBALANCED DEVELOPMENT
4、OF REGIONAL ECONOMY ABSTRACT Regional economic development plays a very important role in the development of national economy. Western economists have done researches on the theoretical development of regional economy and finally they form two academic schools: balanced development theory and unbala
5、nced development theory. According to unbalanced development theory, the regional and spatial layout of a nations economy should be arranged under the consideration of the regional diversity and whether the regions have their suit measures to local conditions. Whats more, efficiency should come firs
6、t. Therefore, the regional comparative advantages can emerge to superiority. Compared with balanced development theory, the unbalanced one points out some restraints brought by the lack of resources to economic development. Furthermore, it emphasizes the equitable allocation of resources iv and high
7、 efficiency of economic development, which can help build up the national economic strength. Centered in “comparison and use of unbalanced development of regional economy”, theoretically and practically, the essay demonstrates reasonably the objective regularity of unbalanced development of regional
8、 economy in four parts: Part one introduces the main supporters of two theories respectively. The analysis of these theories leads to such a conclusion: regional and spatial diversity of economic development exist objectively because of the diversity of natural resources and unbalanced allocation of
9、 social resources in different regions and countries. Therefore, the imbalance of the regional economic development is a universal phenomena to economic development. Part two mainly presents the practical operations of developing and developed countries in the execution of the unbalanced regional ec
10、onomic development，and gives an account of international comparison of unbalanced economic development between developing and developed countries, through the analysis of the similarity and diversity in their regional exploitation. Finally, part three shows the development of regional economy strate
11、gy since the reformation and opening up to the outside world have been carried out. It proved that the unbalanced regional economic development has its universal v applicability. Meanwhile, this part includes the analysis of how Chinas regional economic development makes use of foreign experience an
12、d that of our innovation of western countries unbalanced regional economic development theory. Unbalanced regional economic development theory goes with its universal directed value. During the new period, Chinas overall regional development strategy, based on drawing lessons from unbalanced develop
13、ment theory of foreign regional economy and the practical experience of regional economic development from domestic and abroad, is the perfection, improvement and innovation to the regional economic development theory. 16、经济而言，由于西方资本主义国家的工业化发展比较早，其工业化 进程又是在以竞争为基础的资本主义市场机制下完成的，因此，区域经济发展失衡 问题首先在西方国家，尤其是高度工业化的先进资本主义国家中凸现出来。为解决 区域经济发展失衡问题，各种区域经济理论也在西方国家相继产生，并最终形成现 代区域经济学体系。 20 世纪 20 年代，大多数西方国家完成了工业革命。在有些国家的区域经济结构 中，出现了老工业区功能退化和新工业区经济增长加快的失衡现象。20 世纪 30 年代 又爆发了资本主义经济大危机，进一步加剧了其国内区域经济两极分化的程度。这 一现象引起了政府和经济学家的关注。第二次世界大战结束后，各国在致力于经济 恢复和重建过程中，普遍遇到了工业高度发达的城市区和贫穷落后的非城市区之间 经济发展落差逐步扩大的问题，区域经济发展失衡严重影响了西方国家的经济发展。 在这种情况下，人们认识到，市场机制并不能自动保证区域整体利益的最大化和区 际间经济发展的相互协调。相反，市场机制的内在机理还会强化区域间不平衡的加 剧。20 世纪 50 年代至 70
