3、果很不一样。尤其是行 政领导的决策，作为一种高度综合而又极为复杂的行政管理活动，将强烈影响国家职 能的实现和社会的安定团结。随着知识经济的到来，世界经济全球化发展，扩大了决 策的领域，增加了决策的可变因素。在我国已经进入全面建设小康社会的新的历史时 期，新情况、新问题和新理论，使行政领导的决策面临着严峻挑战。为了使行政领导 的决策尽可能正确无误，我们必须重视研究行政领导决策的科学化问题。 行政领导决策的科学化是行政领导在制定决策过程中，严格遵循科学的决策理 论、程序和决策的原则、方法，依照行政管理客观规律办事，并在现代科学知识及方 法充分利用的基础上进行决策。当前，在我国实际行政领导的决策中，
4、不同程度地存 在着制约科学化决策的因素和问题，我国行政领导决策能力不够，行政决策体制不完 善，决策系统内部不协调，难以为科学决策提供支撑；决策的民主化程度偏低，长官 意志往往代替民主决策，决策风险大；行政决策法制化不足，随意决策常常代替程序 决策，决策的盲目性强。为推进行政领导决策的科学化水平，一是应该提高行政领导 的决策能力和素质。二是完善我国行政领导科学决策的机制，设立决策的信息网络资 源小组、拓展信息通道，建立深入了解民意的决策信息支持系统；完善行政领导决策 执行系统，建立政治坚定、业务精通、清正廉洁、作风优良的高素质决策执行干部队 伍，并完善相应的考核和激励机制；完善行政领导决策反馈评
5、估制度，做好检查、反 馈、控制和评估；健全和完善决策问责制约机制，向决策者问责。三是提高我国行政 领导决策的民主化，成立相对独立、超越部门利益的专家咨询论证机构，提出研究、 决策建议，并参与协调决策；遵循民主集中制原则进行决策；完善社情民意反映制度 和社会听证制度等，采取多种方式让公众参与决策。四是加强我国行政领导决策的法 制化，建立符合客观规律的决策程序，要求行政领导依照法律规定的权限、程序、制 度进行科学决策，是提高行政领导决策质量的保证，更是依法行政的具体要求。 关键词 行政领导 决策 科学化 民主化 法制化 Abstract II Abstract “Devise strategies

As China enters the building a moderately prosperous society in the new period of socialist modernization, new situation, new problems and new theories make the administrative leaders decision challenges.
