1、【社会科学论文】论政府在构建和谐社会中的作用 山西大学 硕士学位论文 论政府在构建和谐社会中的作用 姓名：王燕 申请学位级别：硕士 专业：科学社会主义与国际共产主义运动 指导教师：赵宇霞 20060601 摘 要 社会主义和谐社会是民主法治、公平正义、诚信友爱、充满活力、 安定有序、人与自然和谐相处的社会。在全面构建和谐社会中，政府 发挥着举足轻重的作用。 为了更深刻的从政府的角度来分析如何使其在和谐社会的构建 中更好地、有效地发挥其作用，论文从和谐社会的一般含义及其提出 的现实和理论背景谈起，分析了新时期建设和谐社会对政府提出的新 要求、新挑战。回顾了改革开放至“十五”这段时期，尤其是构建和
2、 谐社会的理念提出之后，政府对经济社会发展成果起到的巨大作用。 同时，社会的发展又不可避免出现了诸多不和谐因素，政府的消极作 用也不容忽视。导致不和谐因素出现的原因除了社会发展自身因素之 外，更重要的是政府的角色未能科学合理的定位，尤其随着社会不公 平现象的目趋严重，政府的公共服务和社会管理作用还未充分有效发 挥。另外，由于政府的体制改革还不彻底，导致中央与地方关系处理 不到位，官员腐败、权力寻租现象仍然严重。论文通过透视现状、分 析原因，最后对政府如何在和谐社会构建过程中发挥其有效作用提出 了一些建议和对策，即政府不仅要加快制度和政策建设，完善利益均 衡和社会保障机制，建立公平开放的利益表达
