1、华中科技大学 硕士学位论文 农村养老保障中的政府责任研究以江西省上高县N村为例 姓名：卢文华 申请学位级别：硕士 专业：社会保障 指导教师：吴中宇 20090531 华 中 科 技 大 学 硕 士 学 位 论 文 华 中 科 技 大 学 硕 士 学 位 论 文 I 摘摘 要要 农村养老保障主要是指保障农村居民的晚年生活，包括农村社会养老保障和家 庭养老，养老的内容有经济供养、生活照料和精神慰藉等。农村社会养老保障作为 一种制度性保障，其发挥的作用越来越受到重视，同时家庭养老作为农村养老中的 一种主干养老模式，仍然发挥着重要作用。 社会保障中政府责任的研究一直是学术界和政府实践部门讨论的话题。
2、国家和政 府职能理论、福利国家理论、国家干预理论都主张社会保障中政府责任的承担。 中 华人民共和国宪法、中华人民共和国老年人权益保障法、农村五保供养工 作条例、县级农村社会养老保险基本方案(试行)明确指出农村养老保障中政府 责任的承担是一种义务。加拿大的农民年金制度、韩国的国民年金制、日本的养老 保险制度则体现出国外政府在政府责任上的承担与实践。总之，在农村养老保障中， 政府要承担起合理的责任，这在学术界和政府部门已达成共识。 本文采用定性研究的方法，在N村养老现状的基础上分析农村社会养老保障方面 存在的诸多问题，如农村社会养老保险制度设计上的漏洞、参保率低、保障水平低、 养老保险基金保值增值
3、难等问题；在多重因素的冲击下，家庭养老则存在对老年人 经济供养水平低、生活照料不够、精神慰藉缺乏等问题。这些问题的存在与农村养 老保障中政府责任的缺失有很大关系，认清政府责任的缺失，并采取积极措施强化 政府责任十分重要。 学术界普遍承认在农村养老保障中政府责任处于缺失状态，至于政府责任缺失 的原因，则存在较大分歧。本文认为，在农村养老保障中，政府责任的缺失主要体 现在法律责任的不完善、经济责任的不明晰、监管责任的不健全、教育责任的不到 位。要强化政府责任，就必须遵循公平公正、政府责任有限承担、各级政府责任分 担的原则，坚持完善法律责任、明晰经济责任、健全监管责任、加强教育责任。 关键词：农村养
