1、华中科技大学 硕士学位论文 农村公共物品供给中的需求表达机制研究 姓名：涂少青 申请学位级别：硕士 专业：国民经济学 指导教师：刘丽明 20070604 I 摘摘 要要 我国是传统的农业大国，在全国13亿人口中有8亿多是农民，和许多国家一样， 新中国成立以来在工业化、城镇化的初期，也大量从农业、农村中吸纳发展资金， 城乡发展的差距逐步扩大，农业、农村、农民问题越来越突出，严重影响了中国的 现代化和建设小康社会与和谐社会的进程。进入新世纪，有效解决“三农”问题已 成为我国的重要历史任务。作为影响农村、农业发展和农民收入的重要因素之一， 农村公共物品的供给在建设现代化国家和建设社会主义新农村的新时
2、期就显得尤为 重要。要达到公共物品的最优供给,就必须充分考虑消费者对公共物品的需求, 要弄 清楚农民对公共物品的需求特点、支付能力和需求状况。离开了对公共物品需求的 考察,则无法确定公共物品的供求均衡点。我国农村公共物品“自上而下”的供给机 制扭曲了广大农民对公共物品的实际需求,导致了现行农村公共物品供应中出现过 剩和不足并存的现象。通过建立公共物品的需求偏好表达机制,为农村公共物品供给 模式创新提供了新的思路。 本文采用实证分析法和比较分析法相结合的方法，结合案例分析，拟对农村公 共物品供给中的需求表达进行全面、系统的论述。 本文第一部分主要包括研究的目的和意义、已有国内外研究的综述。然后阐
3、述 了农村公共物品供求的现状，进而分析了我国农村对公共物品需求发生的新变化， 由此引出建立需求表达机制的必要性。随后分析了需求显示过程和蒂布特模型在需 求显示上的应用，并在其中通过农村水利建设的例子进行了实证研究。然后重点谈 论了筹资方式对农民需求表达的影响,通过分析本文认为筹资方式的变化对公共物 品需求的真实显示起不了实质性的作用。最后是全文的总结。在全文分析的基础上 提出建立和完善农村公共物品需求表达机制的一些建议。 关键词 关键词：农村公共物品 需求表达机制 筹资方式 蒂布特模型 II Abstract China is a large agricultural country, whi

So the gap between city and rural become much larger and the problems relation with rural, peasant, agriculture is more serious th
5、an before, which affected the step to develop modernization and build prosperous, harmonious society. How to solve the problem becomes the most important historical mission in the 21st century. The supplies of rural public goods, which are one of the factors related with the development of rural, pe
6、asant, agriculture, are seemed to be more impossible in the new era. To arrive the optimum supply of public goods, we must calculate the demand of public goods sufficiency, and know clearly about the characteristics of demand, the capability of payment, the status of demand of public goods to farmer
7、s. Far away from the review of the demand of public goods, we have no way to confirm the equilibrious point of the demand and the supply of public goods. The“ from up to down ”supply mechanism of rural public goods in own country distort the real demand of farmers to public goods, bring on a phenome
8、non that overplus and shortage both exist in the supply of rural public goods. Throught establishing the mechanism of demand expression of public goods, we can provide a new thought of innovation in the mode of supply of rural public goods. This thesis makes use of method of demonstration and compar
9、ison, and method of analyzing cases, and tries to analyze systematically the problems existing in the supplies of rural public goods. The main content of this paper includes six parts: The first part of this paper mainly including the intention and meaning of this research , and the summary of domes
10、tic and overseas relative research. Afterward the present situation of public goods supply and demand in the countryside is discussed, III furthermore new changes of the demand of rural public goods is analyzed. Based on upwards discuss ,we think it is necessary to establish mechanism of demand expr
11、ession .The following part is discussing demand expression process in mechanism of demand expression and the application of the Tiebout Model on the mechanism of demand expression, and make a demonstration research throught an ensample of rural water conservancy. Next the affect of financing manner
12、to the demand expression of peasants is analyzed, and we think changes of financing manner is not a key factor to the real demand expression. The last part is the summary of the whole paper .Base on the forward analysis to table some proposals about establish and perfect mechanism of demand expressi

15、民经济和社会发展第十一个 五年规划的建议，明确了今后 5 年我国经济社会发展的奋斗目标和行动纲领，提 出了建设社会主义新农村的重大历史任务，为做好当前和今后一个时期的“三农” 工作指明了方向。建设社会主义新农村是破解“三农”问题的重大举措。当前，我 国总体上已到了以工促农、以城带乡的发展阶段，初步具备了加大对农业和农村支 持保护的条件和能力。建设新农村，是提高农业综合生产能力、建设现代农业的重 要保障。目前，我国农业生产基础设施和物质技术装备条件较差，经营管理粗放。 全面建设小康社会最艰巨、最繁重的任务在农村。要解决“三农”问题，切实有效 地加强农村公共物品的供给，是一个非常关键的因素。温家宝
16、总理政府工作报告中 提出的有关解决“三农”问题的五项政策目的就是加强对农村公共物品的供给力度。 因此，怎样提高农村公共物品的供给能力是今后新农村建设任务中关键一环。 1.1.2 现实意义现实意义 为农民提供有保障的、城乡统一的公共物品已经是不容置疑的共识了。要达到 公共物品的最优供给,就必须充分考虑消费者对公共物品的需求, 要弄清楚农民对 公共物品的需求特点、支付能力和需求状况。离开了对公共物品需求的考察,则无法 确定公共物品的供求均衡点。无视农民需求,既浪费了国家财政,又满足不了农民生 产生活对公共物品的需求,甚至破坏环境,损害农民利益,影响国家长治久安和经济 快速、持续发展。 2 1.1.3 理论意义理论意义 长期以来，人们认为在公共物品的供应上存在三个基本问题，一是需求显示问 题，二是公共物品的社会选择问题，三是公共物品的管理问题。对于公共物品，国 外很多学者进行过深刻的研究，研究时间也比国内早。但国外学者对农村公共物品 的研究还不是很多，特别是其中的显示问题，
