1、河北大学 硕士学位论文 优化河北省投资结构提高投资效益研究 姓名：杜宗正 申请学位级别：硕士 专业：国民经济学 指导教师：董正信 2011-05 摘 要 I 摘 要 投资是一个国家或地区经济增长的主要推动力之一， 在河北省的经济发展中也一直 发挥着显著作用。对河北省的投资状况进行研究有助于发现河北省在投资中存在的问 题，这对河北省投资的优化乃至河北省经济结构的优化都具有重要意义。在投资问题的 研究上，投资结构与投资效益是其中的两个重要方面：投资结构不仅引导着产业结构的 调整还直接影响投资效益的高低，投资结构调控一直是政府宏观经济调控的重要内容； 投资效益则不仅是投资质量的最终评价，也是反映着投
2、资结构的合理程度，对投资结构 的调整具有指向作用。投资结构与投资效益是一个问题的两个方面，投资结构决定投资 效益，投资效益促进投资结构的优化调整，两者相互影响、密切联系。 本文的研究主要分为河北省投资结构与投资效益分析、 河北省投资结构对投资效益 影响的实证分析、 河北省投资结构对投资效益发挥的限制因素分析以及优化投资结构提 高投资效益的对策建议四大内容。本文先对河北省投资的主体结构、资金来源结构、产 业结构、地区结构、城乡结构、大中小项目结构、基本建设与更新改造结构进行了分析， 在此基础上指出了河北省投资结构存在的问题及原因， 并且通过建立指标体系对河北省 投资的经济效益和社会效益进行了研究
3、。 为进一步考察河北省投资结构与投资效益的关 系本文还从实证角度运用相关性分析、 灰色关联度等方法分析了河北省投资结构对投资 效益的影响与作用。基于以上的相关定性与定量分析，本文认为河北省投资结构存在的 问题有第二、三产业投资的优先次序不合理、第一产业投资比重偏低、城乡投资结构不 合理、大型项目投资规模偏少、大型项目投资规模偏少，这些问题在一定程度上影响了 河北省投资效益的发挥。针对这些问题本文给出了具体的解决对策，旨在为河北省优化 投资结构提高投资效益提供思路与建议。 关键词 固定资产投资 投资结构 投资效益 灰色关联度 Abstract II Abstract Investment is

14、第 1 章 绪 论 1 第 1 章 绪 论 1.1 研究背景与目的、意义 1.1.1 研究背景 投资在任何一个国家和地区的经济发展中都扮演着重要的角色， 投资不仅是一个国 家和地区经济增长的直接动力，而且还影响着一个地区的经济发展方式、结构和质量， 甚至决定着一个地区的经济发展方向。 2008 年的美国金融危机加剧了我国经济转型的紧 迫性，过去资源消耗高、科技含量低、重视经济总量增长轻视经济质量提高的粗放式发 展模式已经越来越不适应我国经济发展的需要，而资源消耗低、科技含量高、经济效益 好的集约式经济发展模式将是我国经济发展的必然选择。我国经济在 2008 年美国金融 危机中所暴露出的这一问题
15、使全国各地区已经意识到转变经济发展方式、调整经济结 构、提高经济发展质量的重要性。河北省第十一届人民代表大会第三次会议就十分强调 今后河北省在经济发展上要“更加注重推动经济发展方式转变和经济结构调整” 。 而这 些转变与调整势必要以投资进行引导，亦即河北省经济发展方式的转变、经济结构的调 整、经济发展质量的提高必然要借助投资结构的优化调整与投资效益的提高来实现。然 而近些年来学者对河北省投资结构与投资效益的关注较少， 对这一问题缺少一个系统的 研究，这很不利于河北省经济结构的优化，也在一定程度上造成了盲目投资、重复建设 状况的发生，基于此，本文将对对河北省投资结构与投资效益状况进行系统研究，以
16、便 从中发现问题，为政府部门在投资决策上提供依据。就投资理论而言，投资结构与投资 效益具有密切的关系，投资结构直接影响投资效益，投资结构的合理与否在很大程度上 决定着投资效益的高低，但在实际中河北省投资结构对投资效益的关联如何、河北省投 资结构对投资效益的影响度如何对于这些问题本文将一一进行探讨， 在此基础上本文还 将就如何调整投资结构以提高投资效益给出建议对策。 这不仅是对当前河北省的投资效 果的一次考察，也是对当前河北省投资结构实施效果的判定和验证，并且这有利于为河 北省下一步调整投资结构的效果设定目标。 本文希望通过河北省投资结构与投资效益的 研究能对河北省的经济发展提供帮助。 1.1.2 研究目的 本文的研究目的首先在研究过程中本文要对对河北省当前投资结构与投资效益状 河北大学经济学硕士学位论文 2 况进行考察。一直以来关于该问题的研究较少，这很不利于政府相关部门对省内宏观投 资方向的准确把握，不利于投资对省内经济发展的有效推动，对该问题进行研究有助于 为政府相关部门投资决策提供依据。其次，本文还要通过建立计量模型分析出河北省投 资结构对投资效益的实际影响。投资结构的合
