2、rpeopleandupholdtheenduringvaluesthatkeepusstrongandkeepusfree.AndwesalutethepeopleofParisforinsistingthiscrucialconferencegoonanactofdefiancethatprovesnothingwilldeterusfrombuildingthefuturewewantforourchildren.Whatgreaterrejectionofthosewhowouldteardownourworldthanmarshalingourbesteffortstosaveit?

3、 Nearly200nationshaveassembledherethisweekadeclarationthatforallthechallengesweface,thegrowingthreatofclimatechangecoulddefinethecontoursofthiscenturymoredramaticallythananyother.Whatshouldgiveushopethatthisisaturningpoint,thatthisisthemomentwefinallydeterminedwewouldsaveourpla,isthefactthatournatio

4、nsshareasenseofurgencyaboutthischallengeandagrowingrealizationthatitiswithinourpowertodosomethingaboutit. Ourunderstandingofthewayshumanbeingsdisrupttheclimateadvancesbytheday.Fourteenofthefifteenwarmestyearsonrecordhaveourredsincetheyear2000andxxisonpacetobethewarmestyearofall.Nonationlargeorsmall,

5、wealthyorpoorisimmunetowhatthismeans. Thissummer,Isawtheeffectsofclimatechangefirsthandinournorthernmoststate,Alaska,wheretheseaisalreadyswallowingvillagesanderodingshorelines;wherepermafrostthawsandthetundraburns;whereglaciersaremeltingatapaceunprecedentedinmoderntimes.Anditwasapreviewofonepossible

6、futureaglimpseofourchildrensfateiftheclimatekeepschangingfasterthanoureffortstoaddressit.Submergedcountries.Abandonedcities.Fieldsthatnolongergrow.Politicaldisruptionsthattriggernewconflict,andevenmorefloodsofdesperatepeoplesseekingthesanctuaryofnationsnottheirown. Thatfutureisnotoneofstrongeconomie

7、s,norisitonewherefragilestatescanfindtheirfooting.Thatfutureisonethatwehavethepowertochange.Righthere.Rightnow.Butonlyifwerisetothismoment.AsoneofAmericasgovernorshassaid,“Wearethefirstgenerationtofeeltheimpactofclimatechange,andthelastgenerationthatcandosomethingaboutit.” Iveeherepersonally,asthele

8、aderoftheworldslargesteconomyandthesecond-largestemitter,tosaythattheUnitedStatesofAmericanotonlyrecognizesourroleincreatingthisproblem,weembraceourresponsibilitytodosomethingaboutit. Overthelastsevenyears,wevemadeambitiousinvestmentsincleanenergy,andambitiousreductionsinourcarbonemissions.Wevemulti

9、pliedwindpowerthreefold,andsolarpowermorethantwentyfold,helpingcreatepartsofAmericawherethesecleanpowersourcesarefinallycheaperthandirtier,conventionalpower.Weveinvestedinenergyefficiencyineverywayimaginable.Wevesaidnotoinfrastructurethatwouldpullhigh-carbonfossilfuelsfromtheground,andwevesaidyestot

10、hefirst-eversetofnationalstandardslimitingtheamountofcarbonpollutionourpowerplantscanreleaseintothesky. Theadvanceswevemadehavehelpeddriveoureconomicoutputtoall-timehighs,anddriveourcarbonpollutiontoitslowestlevelsinnearlytwodecades. ButthegoodnewsisthisisnotanAmericantrendalone.Lastyear,theglobalec

11、onomygrewwhileglobalcarbonemissionsfromburningfossilfuelsstayedflat.Andwhatthismeanscantbeoverstated.Wehavebrokentheoldargumentsforinaction.Wehaveprovedthatstrongeconomicgrowthandasaferenvironmentnolongerhavetoconflictwithoneanother;theycanworkinconcertwithoneanother. Andthatshouldgiveushope.Oneofth

12、eenemiesthatwellbefightingatthisconferenceiscynicism,thenotionwecantdoanythingaboutclimatechange.Ourprogressshouldgiveushopeduringthesetwoweekshopethatisrootedincollectiveaction. EarlierthismonthinDubai,afteryearsofdelay,theworldagreedtoworktogethertocutthesuper-pollutantsknownasHFCs.Thatsprogress.A

13、lready,priortoParis,morethan180countriesrepresentingnearly95percentofglobalemissionshaveputforwardtheirownclimatetargets.Thatisprogress.Forourpart,AmericaisontracktoreachtheemissionstargetsthatIsetsixyearsagoinCopenhagenwewillreduceourcarbonemissionsintherangeof17percentbelowxxlevelsby2020.Andthatsw

14、hy,lastyear,Isetanewtarget:Americawillreduceouremissions26to28percentbelowxxlevelswithin10yearsfromnow. SoourtaskhereinParisistoturntheseachievementsintoanenduringframeworkforhumanprogressnotastopgapsolution,butalong-termstrategythatgivestheworldconfidenceinalow-carbonfuture. Here,inParis,letssecure

15、anagreementthatbuildsinambition,whereprogresspavesthewayforregularlyupdatedtargetstargetsthatarenotsetforeachofusbutbyeachofus,takingintoaountthedifferencesthateachnationisfacing. HereinParis,letsagreetoastrongsystemoftransparencythatgiveseachofustheconfidencethatallofusaremeetingourmitments.Andletsmakesurethatthecountrieswhodontyethavethefullcapacitytoreportontheirtargetsreceivethesupportthattheyneed.
