1、湘潭大学 硕士学位论文 基于绩效评估的政府网站建设研究 姓名：许锋 申请学位级别：硕士 专业：行政管理 指导教师：何振 20080522 I 摘 要 党的十六大报告提出“进一步转变政府职能，改进管理方式，推行电子政 务，提高行政效率，降低行政成本，形成行为规范、运转协调、公正透明、廉 洁高效的行政管理体制” 。党的十七大报告再次提出要“完善公共服务体系，推 行电子政务，强化社会管理和公共服务” 。然而要推行电子政务，首先必须建设 好政府网站，这是电子政务的重要内容，是衡量一国电子政务进程的核心标志。 政府网站建设，有其自身的理论基础和现实依据。国内外对于政府网站建 设有许多较为典型的模式，包括
2、国外的爱森哲公司模式、加特纳公司模式、联 合国与美国行政学会模式、经济合作与发展组织模式、世界市场研究中心与布 朗大学模式、美国新泽西州立罗格斯大学与韩国成均馆大学模式和国内的电子 政府思想库网站模式、时代计世资讯公司模式、广州时代财富科技公司模式、 北京大学网络经济研究中心模式、赛迪顾问公司模式，这些都是研究基于绩效 评估的政府网站建设的宝贵资料， 也是我国建设电子政务需要借鉴的宝贵经验。 我国政府网站建设的兴起和完善为政府网站绩效评估提供了现实需要；政府绩 效评估的研究与发展为政府网站绩效评估提供了现实工具；领导的重视和理论 的研究为政府网站绩效评估提供了现实条件。这些都是我国政府网站进行
3、绩效 评估的现实依据。把握现实依据，综合国内外评估模型，可以从政府网站基础 设施、政府网站服务功能、政府网站网站设计三个方面构建政府网站绩效评估 指标体系。运用政府网站绩效评估的指标体系，对湖南省的 14 个地市级政府和 19 个县级政府网站进行评估的实证分析，得出一个较为科学的绩效排名，并对 政府网站建设中存在的问题及成因进行分析。通过对国内外政府网站建设的宏 观分析， 加之对湖南 14 个地级市州与 19 个县级政府网站绩效进行的实证分析， 最后得出我国政府网站应从活化政府网站系统基础资源、优化政府网站系统应 用服务、深化政府网站系统保障体系三个方面进行建设和完善。 关键词：绩效评估；政府

6、net ,which is the main content of E-government and is also the main standard of the process of E-government. The building of government internet has its own theory and practical basis. There are many typical mode about the building of government internet both and home and abroad. Including Accenture
7、 mode, Gartner company mode, united Nation and the American Society for Public Administration mode,OECD mode, Wor1d Markets Research Center and Brown University, New Jersey Newark university and Sungkyunkwan university mode and E-government ideological system mode,CCW research mode, Times wealth and
8、 scientific and technology company of Guang Zhou mode, The internet and economy research center of Beijing University mode, Sandy consultant company mode.These research and development of performance analysis of government provide the practical means for performance analysis of government internet.
9、The value of leadership and research lay the practical foundation for performance analysis of government internet. These are all the basic of performance for government internet. We should do it from the following three aspects: Firstly, we should pay attention to the construction of basic felicitie
