2、设管理方面还存在 诸多与基础设施建设增长需求不相适应的地方。 如何改革地方政府现有城市基础设施建设的管理模式， 是摆在我们面前最为 突出的课题。本文试图解决这个问题。 本文通过文献查阅，得知目前对基础设施建设管理体制、基础设施建设投融 资模式、 政府投资项目监管模式的研究较多， 而将三者融合一起进行研究的较少。 正是基于这样的时代和行业背景，本文着手开展这项课题研究。 本文首先介绍了国内外城市基础设施建设管理历程、 国内城市基础设施建设 发展现状和国外的管理经验， 并就国内目前基础设施建设管理中存在的问题进行 了介绍和原因分析。 其次，分析归纳国内外城市基础设施建设管理模式的经验及带给我们的启
3、 示，并提出了对当前城市基础设施建设管理模式的一些创新设想。 再次， 以皖北五市与合肥市基础设施建设管理模式为例进行了比较分析和实 证研究，并给出了初步的评价。有效支持了本文提出的创新城市基础设施建设管 理模式理论。 最后，对全文进行总结，并就研究的局限提出了今后努力的方向。 关键词：关键词：地方政府 城市基础设施 管理模式选择 II Research in the Management Pattern of Urban Infrastructure Construction by the local government ABSTRACT Infrastructure is the impo

With the infrastructure unceasing ,it plays an important role

In recent years,with the development of economical society and the continuous progress of urbanization, urban and rural infrastructure construction demand has been increasing unceasingly,urban and rural infrastructure duty also unc
6、easingly enlarged. But ,the current urban construction and urban and rural infrastructure construction management are remaining to be improved by the local government to meat the local demand growth. How to reform the local government existing urban infrastructure construction and management model,
7、is the most prominent topic before us. This paper attempts to solve this problem. This paper ,by consulting literature,learned that the current infrastructure construction management system, infrastructure investment and financing model, government investment project supervision model research ,will
8、 be more study of three fusion together less. Based on the era and profession background, this paper begins to carry out this topic research. This paper first introduces the domestic and foreign urban infrastructure construction management course, domestic urban infrastructure construction and devel
9、opment present situation and the overseas management experience, and the problems existing in domestic infrastructure construction management at present are introduced and the cause analysis. Secondly, analysis of urban infrastructure construction experience , domesticand foreign and gives us enligh
10、tenment, and raises some innovation design on the current management of urban infrastructure. One more , hai conducted the real diagnosis research taking the Hefei III infrastructure construction management pattern as the example. And has given the preliminary evaluation Effectively supported the in

15、猛发展加快了全国城市化建设的步伐。截止到 2010 年底，全国城市化 率 47.5%。按照国际惯例，我国已经进入城市现代化和农村城镇化的快速发展 时期。 中共中央关于制定国民经济和社会发展第十二个五年规划的建议中明 确提出“统筹城乡发展，积极稳妥推进城镇化，加快推进社会主义新农村建设， 促进区域良性互动、协调发展。 ”而城市化和城镇化建设的首要任务就是完善基 础设施建设。 基础设施是国民经济和社会发展的重要保障，是城市赖以生存和发展的重 要基础，是新形势下推动城乡一体化建设的重要载体。随着城市化和城镇化步 伐的不断加快，城乡基础设施建设需求将不断增加，城乡基础设施建设任务也 将不断加大。为适应
16、快速发展的城市化和城镇化建设要求，必须加大基础设施 建设力度和资金投入。但这种需求却与当前地方政府在城市建设、在城乡基础 设施建设管理模式方面存在的诸多问题相矛盾。这些突出问题反映在城市建设 上，就是存在盲目扩张，热衷于追求盖大楼大厦，过度求新、求洋，大张旗鼓 的建新城，盖广场，导致城市形象同质化，千篇一律现象严重，丢失了城市本 身自有的特色。在不断扩展的同时，却忽视了政府的基本职能，忽视了对老百 姓的服务功能，忽视了城市基础设施建设，导致城乡基础设施建设投入严重不 足，供需矛盾日益紧张。加上东中西等各省市区域经济发展不平衡，地方政府 财政收入与支出的供给矛盾，建设资金短缺和城乡基础设施又必须适度超前建 设的特性，进一步加剧了这种矛盾。可以说，基础设施建设已严重滞后于经济 发展步伐，也严重制约了地方经济社会的可持续发展和人民生活水平的持续改 善。 如何改革地方政府现有城市基础设施建设的管理模式，转变投资理念和习 惯，如何提升融资和
