3、有关于中国经济转型中制度发展关系研究的文献， 从不同角度对转型中地方政府与经济发展问题进行了广泛的探讨，但是，对经济 转型中政治约束下地方政府与民营经济发展的内在关系问题仍有待进一步深入 研究。 本文试图以产权保护和弱化政治约束的制度安排及变迁为线索，着重研究财 政联邦制下的地方政府和“自发”的民营企业在制度变迁与民营经济发展过程中 的内在关系与作用机制，以及民营经济在地区间发展差异的动因。以增进人们对 中国转型中不同地区民营经济发展历史过程的理解。 本文首先基于内生制度变迁与经济发展的视角，依据合约执行机制的内在理 论逻辑，及其该问题在制度分析中达成均衡所涉及的不同组织层面，述评了比较 历史
4、制度分析领域的现有研究成果，并初步梳理出历史、制度及变迁与经济发展 之间的内在逻辑关系。在此基础上，针对制度及变迁对民营经济发展所起的重要 作用，创新性引入了比较历史制度分析的研究视角与方法，明确了分析本文研究 问题的基本理论逻辑。 基于传统意识形态对民营经济发展的政治约束，本文在拓展原有财政联邦制 理论模型基础上，同时考虑了历史条件、政治约束和企业行为，重新构建了一个 地方政府与民营经济发展的基本理论模型。模型的分析表明：只有“自发”发展 的民营企业在一定条件下对地方政府形成有效激励，才能通过两者间的合作均衡 来实现弱化政治约束和提高产权保护的内生制度变迁。进一步理论分析则表明能 否实现内生
5、制度变迁是民营经济地区间发展差异形成的关键性因素。本文引入政 治约束和企业行为所构建的经济模型，对于原有文献没有很好回答的地方政府促 进民营经济发展的激励来源和作用机制问题，提供了一种更为有效的理论解释。 民营经济发展中的大多数制度变迁都会涉及微观层面的企业制度和组织形 式的演变，现有的文献普遍认为中国转型初期的制度环境中，让地方政府拥有企 业控制权的配置是有效率的制度安排。本文则进一步通过对民营经济发展起到重 要作用的两类民营企业的具体企业制度和组织形式挂户经营和股份合作的 i 浙江大学博士学位论文 地方政府、 制度变迁与民营经济发展 具体剖析，不结合重要历史事件和地区间经济发展比较研究，论
6、证了挂户经营和 股份合作制度安排的有效性及其对地方经济发展的重要作用。进一步理论分析则 表明，在中国转型初期一定的区域历史条件和制度环境中所有权结构属于私人产 权的企业制度和组织形式，尽管面临着较强的政治约束，但已经是比地方政府拥 有企业控制权的配置方式更为有效的制度安排，是中国经济转型中部分地方经济 实现快速发展的关键。这一研究结论，把基本理论模型的涵义进一步拓展到具体 企业制度及其变迁的研究，从而增进了人们对中国经济转型中“自下而上”制度 变迁过程的理解。 为了更好地验证上述理论分和经济模型的涵义，本文进一步运用比较历史制 度分析的理论视角与分析方法，结合台州区域历史条件和资源禀赋，对 1
7、978 年 以来台州经济社会发展的历史进程进行了深入的经验研究，研究表明台州地方政 府与区域民营经济发展过程正是本文理论分析和经济模型所揭示的民间诱致加 政府增进的制度变迁与经济发展模式。可以认为，本文的研究不仅从理论层面提 供了一个比较完善的研究制度变迁与区域经济发展的分析框架，也为人们对中国 经济转型中市场、企业与地方政府三者之间内在关系的理解带来了新的启示。 关键词：比较历史制度、地方政府、制度变迁、政治约束、民营经济关键词：比较历史制度、地方政府、制度变迁、政治约束、民营经济 ii 浙江大学博士学位论文 地方政府、 制度变迁与民营经济发展 Abstract This thesis fo
8、llows the line of institutional arrangement and changes which protect property and loosen political constraints, and concentrates its research on the inherent relations between the local governments under fiscal federalism and the spontaneous private enterprises, in the process of institutional chan
9、ges and development of private economy. It also scrutinizes the causalities behind the gap between developments of private economy in different areas, aiming at providing a better understanding of the historical process of private economy development in different areas in the background of Chinas ec
10、onomic transition. To begin with, this thesis takes the perspective of endogenous institutional changes and economic development, accords the inherent theoretical logic on the issue, creditable commitment, and involves all the dimensions in the institutional analysis of this issue. It makes comments
11、 on the recent achievements in Historical and Comparative Institutional Analysis (HCIA), and illustrates the inherent theoretical logic linking history, institution as well as its changes, and economic development. On the basis of this logic, this thesis innovatively introduces the views and instrum
12、ents of HCIA in exploring the effects of institution and its changes on the development of private economy, and this introduction makes explicit the basic theoretical logic of this thesis pointing at the problem. With regard to the political constraints of traditional ideology on the development of
13、private economy, this thesis reestablishes a basic theoretical model of co-development of local government and private enterprises, based on the theory of fiscal federalism and involving historical conditions, political constraints and enterprise behaviors. The analysis indicates that the endogenous
14、 institutional changes through the cooperative equilibrium between local government and private enterprises, which loosens political constraints and promotes property protection, can only be achieved under the condition that the latter pose effective motivation on the former under some constraints.
15、Further theoretical analysis indicates that whether the endogenous institutional changes can be realized is the critical factor in the formation of the gap between private economies in different areas. In other words, by establishing a model involving political constraints and enterprise behavior, t
